भारतीय जनता पार्टी शासित एमसीडी एक सप्ताह के अंदर अपने सभी कर्मचारियों की सैलरी जारी करे, अन्यथा भाजपा एमसीडी से इस्तीफा दे, उसे एमसीडी की सत्ता में बने रहने का नैतिक अधिकार नहीं है। आम आदमी पार्टी को सिर्फ एक साल के लिए एमसीडी सौंप कर देंखे, हम इतने ही बजट और व्यवस्था में एक साल के अंदर दिल्ली को देश का सबसे स्वच्छ शहर बना कर दिखाएंगे और निगम के सभी कर्मचारियों का वेतन भी देंगे। एमसीडी का 18 हजार करोड़ रुपये का सालाना बजट होता है, इसका 20 प्रतिशत बजट भी इमानदारी से खर्च किया होता, तो आज किसी भी कर्मचारी की सैलरी नहीं रूकी होती। इतने बजट के बावजूद भाजपा शासित एमसीडी अपने कर्मचारियों को सैलरी नहीं दे पाती है और यह सारा बजट भाजपा के पार्षद और उसके नेता खा जाते हैं। आम आदमी पार्टी के वरिष्ठ नेता दुर्गेश पाठक ने यह बातें आज पार्टी मुख्यालय में आयोजित एक प्रेस वार्ता के दौरान कहीं।
आम आदमी पार्टी के वरिष्ठ नेता दुर्गेश पाठक ने कहा कि पिछले कुछ महीनों के अखबार या न्यूज चैनल की खबरें देखें, तो प्रतिदिन भाजपा शासित नगर निगम के किसी न किसी विभाग का कोई न कोई ऐसा कर्मचारी मिल जाएगा, जो अपने वेतन को लेकर या तो धरना कर रहा होता है या धरने पर बैठने की चेतावनी दे रहा होता है या फिर आमरण अनशन की चेतावनी दे रहा होता है।
आज के कुछ खबरों का हवाला देते हुए दुर्गेश पाठक ने कहा कि बाड़ा हिंदूराव अस्पताल की एक नर्स ने आज भाजपा शासित नगर निगम के मेयर साहब को अपने वेतन को लेकर एक बेहद ही मार्मिक एवं दर्द भरा पत्र लिखा। इसी प्रकार कस्तूरबा गांधी अस्पताल के डॉक्टरों ने पत्र लिखकर भाजपा शासित नगर निगम को बड़े स्तर पर त्यागपत्र देने की चेतावनी दी है। पत्र में डॉक्टर ने लिखा है कि यदि जल्द ही उनका वेतन नहीं दिया गया, तो पूरा का पूरा विभाग एक साथ त्यागपत्र दे देगा। 2 दिन पहले समाचार पत्रों में छपी खबर का हवाला देते हुए उन्होंने बताया कि नगर निगम बुजुर्गों को जो पेंशन दिया करती थी, वह पिछले 6 महीने से दिल्ली के रहने वाले बुजुर्गों को नहीं मिल रही है। यूनिवर्सिटी के लगभग 1500 शिक्षकों एवं कर्मचारियों को कई महीने से वेतन नहीं मिला है। भाजपा शासित नगर निगम के अधीन काम करने वाले इंजीनियरों ने कहा कि यदि जल्द से जल्द उनका वेतन नहीं दिया गया, तो वे सभी हड़ताल करेंगे। निगम के अधीन आने वाले स्कूलों के लगभग 8000 अध्यापक 16 अगस्त से भाजपा शासित नगर निगम को हड़ताल पर जाने की चेतावनी दे रहे हैं और यदि जल्द ही उनका वेतन नहीं दिया गया, तो वह सभी लोग हड़ताल पर चले जाएंगे। इसी प्रकार से कोरोना महामारी के इस समय में अपनी जान को दांव पर लगाकर लोगों का इलाज करने वाले डॉक्टर्स को पिछले 3 महीने से भाजपा शासित नगर निगम में वेतन नहीं दिया है, जिसको लेकर डॉक्टर्स ने न केवल निगम को, बल्कि देश के गृह मंत्री और भाजपा के बड़े नेता अमित शाह जी तक को पत्र लिखकर अपनी परेशानियां उनके समक्ष रखी हैं। भाजपा शासित नगर निगम के अधीन आने वाले बेलदारों व सफाई कर्मचारियों को वेतन नहीं मिल रहा है और सबसे बड़ी बात कि भाजपा शासित नगर निगम का सदन सिविक सेंटर के अंदर काम करने वाले सिक्युरिटी गार्ड तक को पिछले कई महीनों से भाजपा वेतन नहीं दे पाई है।
दुर्गेश पाठक ने कहा कि लिखित आधार पर यह बात जग जाहिर है कि भाजपा शासित नगर निगम का साल का बजट 18000 करोड रुपए है। यदि उसका मात्र 20 पतिशत भी भाजपा सही तरीके से ईमानदारी के साथ इस्तेमाल कर ले, तो भाजपा शासित नगर निगम के अधीन आने वाले किसी भी विभाग का एक भी कर्मचारी वेतन के बिना नहीं रहेगा, कोई भी कर्मचारी ऐसा नहीं होगा, जिसे वेतन न मिले। उन्होंने कहा कि भाजपा के पिछले 14-15 साल के निगम के शासन काल में केवल और केवल एक व्यक्ति ऐसा है, जो फल फूल रहा है और वो हैं भारतीय जनता पार्टी के नेता। आप भाजपा के निगम पार्षदों के घर देख लीजिए, उनकी गाड़ियां देख लीजिए, उनका रहन-सहन देख लीजिए, उनकी जमीन जायदाद का ब्यौरा देख लीजिए, केवल और केवल भाजपा के नेता है, जो फल फूल रहे। उन्होंने कहा कि 18000 करोड़ का जो बजट है, वह सारा का सारा भाजपा के निगम पार्षदों तथा अन्य नेताओं में बंट जाता है। 18000 करोड रुपए बहुत बड़ी राशि होती है और उसके बावजूद भाजपा शासित नगर निगम अपने कर्मचारियों का वेतन तक नहीं दे पा रही है। इसका मतलब यही है कि यह सारा का सारा पैसा भाजपा के नेताओं में, निगम पार्षदों में बांट लिया जाता है।
मीडिया के माध्यम से प्रश्न पूछते हुए दुर्गेश पाठक ने कहा कि इस देश की और दिल्ली की जनता यह जानना चाहती है, और आम आदमी पार्टी की भी यह मांग है कि भाजपा के नेता बताएं कि आखिर यह 18000 करोड रुपए जाते कहां है? जबकि भाजपा शासित नगर निगम के अधीन आने वाले तमाम विभाग के लोग आज धरने पर बैठ रहे हैं, प्रदर्शन कर रहे हैं, किसी को सैलरी नहीं मिल रही है, तो यह पैसा जाता कहां है? दुर्गेश पाठक ने कहा कि अगले 1 सप्ताह के भीतर भाजपा शासित नगर निगम सभी विभाग के कर्मचारियों का वेतन उनको दे, नहीं तो भाजपा को निगम की सत्ता में बने रहने का कोई मौलिक एवं नैतिक अधिकार नहीं है। दुर्गेश पाठक ने चुनौती देते हुए भाजपा को कहा कि मात्र 1 साल के लिए नगर निगम का कार्यभार आम आदमी पार्टी को सौंप दें, हम इतने ही बजट में इसी व्यवस्था के साथ 1 साल के भीतर दिल्ली को देश का सबसे स्वच्छ शहर भी बना कर दिखाएंगे और निगम के अधीन आने वाले हर एक कर्मचारी का वेतन भी देंगे।

Aam Aadmi Party senior leader and MCD in-charge Mr Durgesh Pathak on Monday threatened the Bharatiya Janata Party ruled MCDs to pay the pending salaries of their employees within a week or to resign immediately. He said that combining three BJP-ruled MCDs the total budget is around Rs 18,000 crores. He said that if the BJP-ruled MCDs would have spent 20% of this Rs 18,000 crore properly, then today the situation would have been different. Mr Pathak said that BJP does not pay the salaries of the MCD employees but utilises this whole money in their corruption.
“If you read the daily newspapers of Delhi or watch news channels, then you will be aware of the fact that every day one or more people who are employees of the Bharatiya Janata Party ruled municipal corporations of Delhi protest demanding their pending salaries. Today a nurse from the Hindu Rao hospital wrote a letter to the BJP ruled MCD’s mayor demanding her salary. Today a group of doctors from the Kasturba Gandhi Hospital wrote to the BJP ruled MCD and said that if they do not get their salary, then they will give a mass resignation. Two days ago senior citizens protested against Bharatiya Janata Party ruled MCDs as they have not paid the pension to the senior citizens for 5-6 months. There is also news that the engineers of the municipal corporations have raised a similar issue and also the maths teachers. Nearly 8000 MCD teachers have threatened that they will go on strike, if they do not get their salary. Doctors have not received the salary for three months and they have written to Home Minister Mr Amit Shah demanding their pending salary. Safai karamchari, security guards and others officials of the Civic Centre and even the people who do small works under the wards have also not received a salary,” said Mr Pathak.
He said, “The BJP ruled MCDs have around Rs 18,000 crore total budget. If the Bharatiya Janata Party would have spent just 20% of this budget properly then also the situation would have been better. But the Bharatiya Janata Party does not spend this money properly. Rs.18,000 crore is not little money but it is a very big amount. The employees of the Bharatiya Janata Party-led municipal corporations do not get their salary but only one section of people gets the benefit of this huge amount. If you look at the houses of the Bharatiya Janata Party leaders and the local councillors you will understand that this money goes in their pocket. The unfortunate part is that this whole budget just goes in the pockets of the Bharatiya Janata Party leaders and the poor people or the employees do not get any benefit of this huge money. We are not talking about work because we all know that the Bharatiya Janata Party does not clean the drains, does not clean the roads, does not make flyovers. We all know the situation of the MCD run hospitals and the educational institutions.”
Mr Pathak said, “On behalf of the Aam Aadmi Party I want to know from the Bharatiya Janata Party-led municipal corporations of Delhi about how they spend this huge amount of money? We believe that if the BJP wanted to spend this money properly, then there is no reason why the salaries of the employees will not be paid. The Aam Aadmi Party today demands that the Bharatiya Janata Party-led MCD should release the pending salaries of the employees within a week. If the Bharatiya Janata Party does not pay the salary of their employees within a week then they will not have any moral right to stay in the power of the MCD and they should immediately resign. If the citizens of Delhi give the responsibility of the MCD to the AAP then we will run the MCD in the same budget but in a much better way. We will give salary to all the employees and make a cleanliness model for Delhi.”
Mr Vikas Goel, LOP of North MCD, “As a local councillor every day we get a lot of complaints from the people regarding various issues and when I try to reach out to the officials they always complain that they have not received their salaries. The BJP led-MCD has not taken any new person in the last few years but they have also not paid a salary to their existing employees.”
