आम आदमी पार्टी के वरिष्ठ नेता दुर्गेश पाठक ने भाजपा शासित उत्तरी नगर निगम के अधीन आने वाले प्राइमरी स्कूलों में पढ़ने वाले करीब तीन लाख बच्चों के भविष्य के साथ खेलने का आरोप लगाते हुए कहा कि उत्तरी नगर निगम के स्कूली बच्चों को अप्रैल में मिलने वाली किताबें अभी तक नहीं मिली हैं और अब उम्मीद है कि एमसीडी दिसंबर तक किताबें मुहैया कराएगी। उन्होंने कहा कि देश के आने वाले भविष्य व मासूम बच्चों की किताबों में तो कम से कम भाजपा भ्रष्टाचार ना करे। भाजपा शासित उत्तरी नगर निगम अगले 10 दिन के अंदर बच्चों को किताबें और नोटबुक मुहैया कराए, ताकि बच्चे अपनी पढ़ाई शुरू कर सकें। दुर्गेश पाठक ने बताया कि पिछले साल भी भाजपा शासित नगर निगम बच्चों को किताबें नहीं मुहैया करा पाई थी, बाद में बच्चों के खाते में पैसे ट्रांसफर किए गए थे।
पार्टी मुख्यालय में आयोजित एक प्रेस वार्ता को संबोधित करते हुए आम आदमी पार्टी के वरिष्ठ नेता दुर्गेश पाठक ने कहा कि जैसा कि सभी लोग देख रहे हैं कि पिछले कई दिनों से आम आदमी पार्टी दिल्ली में भाजपा शासित नगर निगम के काले कारनामों को मीडिया के माध्यम से उजागर कर रही है और दिन प्रतिदिन कुछ नए खुलासे, कुछ नए भ्रष्टाचार एवं दिल्ली की जनता के प्रति जो भाजपा शासित नगर निगम का अमानवीय व्यवहार है, वह सब के सामने आ रहा है। आज उसी कड़ी में एक बेहद संवेदनशील मुद्दा हम आप लोगों के सामने रखने जा रहे हैं।
जैसा कि सभी को ज्ञात है कि दिल्ली में प्राइमरी शिक्षा की जिम्मेदारी भाजपा शासित नगर निगम के पास है। अर्थात पहली कक्षा से लेकर पांचवी कक्षा तक के जो स्कूल हैं, उनके संचालन की जिम्मेदारी भाजपा शासित नगर निगम की है। उन्होंने बताया कि भाजपा शासित उत्तरी नगर निगम के क्षेत्र में जो प्राइमरी स्कूल हैं, उनमें लगभग तीन लाख बच्चे पढ़ाई करते हैं। इन सभी प्राइमरी स्कूलों की शिक्षा अप्रैल माह से शुरू हो चुकी है। और जैसा कि सभी को ज्ञात है कि किसी भी स्कूल के छात्रों को किताबें उपलब्ध कराना संबंधित सरकार की जिम्मेदारी होती है। उसी प्रकार से नगर निगम के इन स्कूलों में छात्रों को किताबें उपलब्ध कराना भाजपा शासित नगर निगम की जिम्मेदारी है। बड़े ही आश्चर्य की बात है कि अगस्त का महीना शुरु हो चुका है, पढ़ाई शुरू हुए लगभग 4 महीने बीत चुके हैं, परंतु अभी तक भाजपा शासित नगर निगम ने एक भी बच्चे को किताब मुहैया नहीं कराई।
उन्होंने बताया कि इससे भी ज्यादा चैंकाने वाली बात यह है कि जब हमने इस मुद्दे को उठाना शुरू किया, तब जाकर आनन-फानन में भाजपा के उत्तरी नगर निगम के मेयर साहब ने कल एजुकेशन कमेटी की एक मीटिंग बुलाई। परंतु बात यही खत्म नहीं होती। एजुकेशन कमिटी की मीटिंग के बाद अब बच्चों को किताबें मुहैया कराने के लिए एजुकेशन कमेटी एक प्रस्ताव लाएगी, जो प्रस्ताव सदन में प्रस्तुत होगा। सदन में पास होने के बाद उसका टेंडर निकाला जाएगा। टेंडर निकालने के बाद किसी एक कंपनी को वह टेंडर मिलेगा और टेंडर मिलने के बाद वह कंपनी किताबें उपलब्ध कराने पर काम शुरू करेगी। अर्थात एक सामान्य प्रक्रिया के तहत भी यदि देखा जाए तो इस कार्य में लगभग 6 महीने का समय लग जाएगा। यह बेहद ही चैंकाने वाली बात है कि जिन बच्चों को अप्रैल माह में किताबें मिल जानी चाहिए थी, उन्हें लगभग दिसंबर के आसपास किताबें मिलेंगी, ऐसी उम्मीद लगाई जा सकती है। यदि इस प्रकार से देखा जाए तो पूरा एक साल बीत जाएगा, परंतु भाजपा शासित नगर निगम में पढ़ने वाले तीन लाख बच्चों को इस साल किताबें नहीं मिल पाएंगी।
दुर्गेश पाठक ने कहा शायद अब अपनी इज्जत बचाने के लिए भाजपा कहने लगी है कि कोरोना के कारण इस प्रकार की परिस्थिति उत्पन्न हुई है। मैं आपकी जानकारी के लिए बता दूं कि पिछले साल भी इसी प्रकार से भाजपा शासित नगर निगम अपने अधीन आने वाले स्कूल के बच्चों को किताबें मुहैया नहीं करा पाई थी और अंत में जब उन्हें लगा कि वह बच्चों को किताबें नहीं दे पाएंगे, तो नवंबर-दिसंबर माह में भाजपा शासित नगर निगम ने सभी बच्चों के अकाउंट में पैसे ट्रांसफर कर दिए। इसी प्रकार उससे पिछले साल भी भाजपा शासित नगर निगम स्कूल के बच्चों को किताबें मुहैया नहीं करा पाई थी। उन्होंने कहा कि तीन लाख बच्चे भाजपा शासित नगर निगम के स्कूल में पढ़ रहे हैं और भाजपा की इस गैर जिम्मेदाराना रवैया के कारण इन 3 लाख बच्चों का भविष्य दांव पर लगा हुआ है।
मीडिया के माध्यम से भाजपा के लोगों से अपील करते हुए दुर्गेश पाठक ने कहा कि मेरी हाथ जोड़कर आप लोगों से विनती है कि आप लोग घरों के लेंटर डालने में रिश्वत खाते हो, कूड़े के निस्तारण में भ्रष्टाचार करते हो, यहां तक कि गौमाता के चारे का पैसा भी खा गए, कम से कम इस देश के आने वाले भविष्य, इस देश के मासूम बच्चों की किताबों में तो भ्रष्टाचार मत करो, बच्चों के भविष्य से मत खेलो। उन्होंने कहा कि मेरी विनती है कि भाजपा शासित नगर निगम अगले 10 दिनों के भीतर अपनी तमाम औपचारिकताओं को पूरा करके इन तीन लाख बच्चों को जल्द से जल्द किताबें और नोटबुक मुहैया कराएं, ताकि यह बच्चे अपनी पढ़ाई शुरू कर सकें।

Launching a fresh attack against the Bharatiya Janata Party-led MCDs, Delhi Aam Aadmi Party senior leader and PAC member Mr Durgesh Pathak on Sunday said that the BJP ruled North MCDs has not given books to three lakh students, studying in schools run by them.
He also said that the 3 lakh students of the BJP run North MCD will not get books until the December and may not before the next year. He said that the last year and last to last year also BJP did not provide the books to students under the North MCD. Mr Pathak demanded that the books should be given to the students at the earliest.

Mr Pathak said that the Aam Aadmi Party has been continuously exposing the corruptions of the BJP ruled municipal corporations of Delhi.
“We are also exposing the inhuman behaviour of the BJP run MCDs in Delhi. We all know that the primary education of Delhi comes under the BJP ruled MCDs. Today’s matter is related to the North MCD. Under North MCD there are around 3 lakh students. Under the North MCD, there are around 750 schools where these students study. From April this year, the new session has started and it is the responsibility of the North MCD to provide books to these three lakh students. Today it is the month of August and not a single student of the BJP run North MCD has received any book,” said Mr Pathak.

He said, “When the Aam Aadmi Party raised this matter, the mayor of BJP run North MCD has called a meeting of the education committee tomorrow. The due process is that after the proposal of buying the books is passed by this committee then the matter will go to the standing committee, from there it will go to some other committee and finally the matter will be placed before the house of the North MCD. After clearance from the house, the tender will be out. It is only after some company accepts the tender then the process of buying books will begin. This whole process will need a minimum of 6 more months if not more. So the reality is that these three lakh students under the BJP run North MCD will not get the books to study till this December and maybe they will not get the books before the next year.”

Mr Pathak said, “ This year there is a chance that the North MCD will use the excuse of COVID-19 pandemic, but significantly last year also till November they could not provide a single book to the students and finally, they transferred money in the accounts of students to buy the books. The last to last year the BJP run North MCD did not give a single book to the students. This is the situation of BJP run North MCD. The students and the children are the future of our country and if they do not get the basic facilities like books in their entire session, then how will they study.”

He said, “On behalf of the Aam Aadmi Party, with folded hands I want to request the BJP’s corrupt leaders that you take up the money for buildings, for cleaning the drains, for the ration of the cows but you should not use the education fund in your corruption. The Aam Aadmi Party demands that the BJP run north MCD should immediately provide the books and notebooks to the three lakh students within 10-15 days. I also want to request Mr Adesh Gupta the Delhi BJP chief to interfere in this matter and to provide books to these children within 10 to 15 days.”
Mr Vikas Goel, North MCD LOP said, “The BJP run North MCD is doing the same inhuman act of not providing books to the students for the past many years. In the last 14 years, the BJP has destroyed the municipal corporations of Delhi. The corruption of the BJP is increasing every day and now it has come to a situation when they are utilising the fund of the education. Such an act is completely unacceptable and condemnable and the BJP has no right to govern the MCDs anymore.”
