सीएजी रिपोर्ट से एमसीडी का झूठ उजागर हो गया है। रिपोर्ट से साफ हो गया है कि दिल्ली सरकार पर एमसीडी का कोई पैसा बकाया नहीं है। उन्होंने यह भी बताया कि इस रिपोर्ट के मुताबिक एमसीडी पर दिल्ली सरकार का लगभग 4 हजार करोड़ रुपये बकाया है। वहीं दूसरी ओर सीएजी रिपोर्ट के मुताबिक केंद्र सरकार से दिल्ली सरकार को मिलने वाला फंड जो दिल्ली के विकास हेतु दिया जाता है, 23% घटाकर दिया जा रहा है। इसके बावजूद दिल्ली की केजरीवाल सरकार दिल्ली में बेहतर शिक्षा, बेहतर स्वास्थ्य, बेहतर सड़कें, 24 घंटे बिजली, घर घर पानी, महिलाओं की सुरक्षा, सीसीटीवी कैमरा, महिलाओं की बसों में फ्री यात्रा, महिलाओं की सुरक्षा के लिए बसों में मार्शल, बुजुर्गों को मुफ्त तीर्थ यात्रा जैसी सभी सुविधाएं जनता को उपलब्ध करा रही है। यह कहना है आम आदमी पार्टी के मुख्य प्रवक्ता सौरभ भारद्वाज का।
पार्टी मुख्यालय में हुई एक प्रेस वार्ता को संबोधित करते हुए आम आदमी पार्टी के मुख्य प्रवक्ता सौरभ भारद्वाज ने सीएजी रिपोर्ट का हवाला देते हुए कहा कि देश के सबसे बड़े ऑडिट संस्थान की रिपोर्ट से आज यह बात साबित हो गई है कि जब कभी भी स्थानीय लोग अपने क्षेत्र के जहां भाजपा और कांग्रेस के निगम पार्षद हैं, उनसे क्षेत्र की समस्याओं पर बातचीत करने जाते थे तो वह जनता के सामने यह झूठ बोलते थे कि दिल्ली सरकार उन्हें जरूरत का पैसा नहीं दे रही है। उन्होंने कहा कि हम लगातार इस बात को मीडिया के माध्यम से तथा अन्य माध्यमों से बताते रहे हैं कि दिल्ली सरकार की तरफ एमसीडी का कोई पैसा बकाया नहीं है। उन्होंने यह भी बताया कि इस रिपोर्ट के मुताबिक एमसीडी पर दिल्ली सरकार का कई हजार करोड़ रुपए उधार बाकी है।
सीएजी रिपोर्ट के मुताबिक 31 मार्च 2018 तक भाजपा शासित दिल्ली के तीनों निगमों पर दिल्ली सरकार का बकाया है। उत्तरी नगर निगम पर 2037 करोड़, पूर्वी नगर निगम पर 1395 करोड़ और दक्षिणि नगर निगम पर 381 करोड़ रुपए बकाया है जो दिल्ली सरकार को एमसीडी से लेना है। यही नही पिछले पाँच साल से दिल्ली सरकार ने इस बकाया राशि पर कोई भी ब्याज नही लिया है।
सौरभ भारद्वाज ने कहा कि जहां एक और भाजपा शासित निगमों में व्याप्त भ्रष्टाचार के कारण दिवालियापन की स्थिति पैदा हो गई है, वहीं दूसरी ओर सीएजी रिपोर्ट के मुताबिक केंद्र सरकार से मिलने वाला फंड जो केंद्र सरकार की ओर से दिल्ली सरकार को दिल्ली के विकास हेतु दिया जाता है, 23% घटाकर दिया जा रहा है, उसके बावजूद दिल्ली की केजरीवाल सरकार दिल्ली में बेहतर शिक्षा, बेहतर स्वास्थ्य, बेहतर सड़कें, 24 घंटे बिजली, घर घर पानी, महिलाओं की सुरक्षा, सीसीटीवी कैमरा, महिलाओं की बसों में फ्री यात्रा, महिलाओं की सुरक्षा के लिए बसों में मार्शल, बुजुर्गों को मुफ्त तीर्थ यात्रा जैसी सभी सुविधाएं जनता को उपलब्ध करा रही है।

मीडिया के माध्यम से सौरभ भारद्वाज ने भाजपा के सांसद एवं प्रदेश अध्यक्ष मनोज तिवारी को चुनौती देते हुए कहा, कि यदि उनको अपने गवर्नेंस मॉडल पर इतना विश्वास है, तो दिल्ली में पिछले 15 साल से तीनों निगमों में भाजपा की सरकार है, मनोज तिवारी जी नगर निगम में अपने 15 साल के गवर्नेंस मॉडल पर चुनाव लड़ें, और हम अपना चुनाव 5 साल के दिल्ली सरकार के गवर्नेंस मॉडल पर लड़ेंगे। जनता के पास अब सीधा विकल्प होगा कि उन्हें भाजपा का 15 साल पुराना भ्रष्ट गवर्नेंस मॉडल चाहिए या दिल्ली की केजरीवाल सरकार का 5 साल पुराना गुड गवर्नेंस मॉडल चाहिए।

The Aam Aadmi Party on Wednesday slammed the BJP after the CAG report exposed the lies of the BJP run MCDs. The AAP observed that the CAG report has categorically stated that Delhi Government owes no outstanding amount to the MCDs. Instead, it is the MCDs who owe nearly four thousand crore rupees to the Delhi government, as it has always been claiming. The AAP also pointed out that according to the CAG report the Center has given 23% lesser funds to the Delhi government.
“BJP and Congress MCD councillors always say that the MCDs do not have money because the Delhi Government has not released sufficient fund. When any of the citizens approach these councillors for any civic issue these people deny the work by blaming the Delhi govt,” said AAP Chief Spokesperson and MLA Mr Saurabh Bharadwaj.
He said that the AAP has always maintained that the Delhi government not only gives sufficient funds to the MCDs but also excess funds from time to time. Earlier, the MCDs have also moved courts but the courts rejected their claims of fund crunch.
“In a major set back to the BJP, India’s highest audit agency CAG which comes under the Central Government stated that the Delhi Government has given not only sufficient funds but also excess funds to the MCDs. CAG has also observed that all the three MCDs have huge debts to the Delhi Government which they have not paid,” said Mr Bharadwaj.
He said that loans amounting to Rs 3814.89 cr were outstanding against the three municipal corporations in Delhi as on March 31, 2018, according to a Comptroller and Auditor General (CAG) report released on Monday. Loans amounting to Rs 2,037.54 crore was outstanding against North Delhi Municipal Corporation as on March 31, 2018, followed by EDMC (Rs 1,395.90 crore) and SDMC (Rs 381.45 crore). Despite this huge amount of outstanding loan, the Delhi government has never pressurised the MCDs.
“Meanwhile, the CAG report also stated that the Central government has given 23% lesser fund to the Delhi government. Central government gives this fund to the Delhi government to help in the infrastructural development of the Capital,” said Mr Bharadwaj.
He said that despite the lesser fund the Arvind Kejriwal-led Delhi government has relentlessly worked for the development of Delhi. The AAP government has provided facilities like free wifi, free electricity till 200 unit, better health care, better education, free ride for women in buses, free pilgrimage of the senior citizens, free water, 24 hours availability of electricity and many other benefits.

Mr Bharadwaj challenged BJP MP and state president Mr Manoj Tiwari to fight the upcoming Vidhan Sabha election based on the governance model of the MCDs.
“In Delhi, there are two models of governance, one is of AAP’s 5-year old Delhi government model and the other one is BJP’s 15-yea old corrupt MCD model. I want to challenge Mr Tiwari to fight this election on the achievements of the MCDs then people will get a fair chance to vote,” said Mr Bharadwaj.
