नई दिल्ली : दुनिया में पहली बार दिल्ली में लाखों किरायेदारों को दो सौ यूनिट तक मुफ्त बिजली मिलेगी। बुधवार को मुख्यमंत्री अरविंद केजरीवाल ने मुख्यमंत्री किरायेदार बिजली मीटर योजना को लागू किया। इसके तहत किरायेदार रेंट एग्रीमेंट या रेंट रसीद तथा उस पता का सरकारी पहचान पत्र देकर बिजली कनेक्शन ले सकते हैं। इसके लिए किरायेदारों को कहीं जाने की आवश्यकता भी नहीं है। उन्हें बस बिजली कंपनी को फोन करना होगा। बिजली कंपनी कर्मचारी किरायेदार के घर आएंगे और दस्तावेज लेकर बिजली कनेक्शन देंगे। किरायेदारों को अब दो सौ यूनिट तक मुफ्त बिजली मिलेगी।
दिल्लीवालों को बधाई देते हुए मुख्यमंत्री केजरीवाल ने अपने ट्विटर हैंडल के जरिए कहा, किराएदारों को भी मिलेगी अब मुफ्त बिजली! मुख्यमंत्री किराएदार मीटर योजना के तहत मकान मालिकों को मिल रहा लाभ अब किराएदारों तक भी पहुंचेगा। 24 घंटे बिजली, सबसे सस्ती बिजली – दिल्ली के हर नागरिक का हक है।
सरकार ने कानूनी अड़चन को दूर किया
अरविंद केजरीवाल ने कहा कि अभी तक नियम था कि बिजली कनेक्शन के लिए मकान मालिक एनओसी देते थें। ज्यादातर मकान मालिक एनओसी नहीं देते थें। इस कारण किरायेदारों को बिजली कनेक्शन नहीं मिल पाता था। नई योजना के तहत नियम बना दिया है कि मकान मालिक से एनओसी की आवश्यकता नहीं है। साथ ही किरायेदार मकान बदलता है और दूसरा व्यक्ति किरायेदार बनकर आते हैं तो नए किरायेदार पर यह निर्भर करेगा कि वह पुराना कनेक्शन रखे या नहीं।
सिर्फ दो दस्तावेज से मिलेगा कनेक्शन
दिल्ली के लाखों किरायेदार अब सीधा बिजली कंपनी से कनेक्शन ले सकते हैं। इसके लिए उनके पास रेंट एग्रीमेंट या रसीद और सरकारी पहचान पत्र होना चाहिए। इसके आधार पर तीन हजार रुपये सिक्योरिटी लगेंगे। जिसे कनेक्शन सरेंडर करने के समय वापस कर दिया जाएगा। साथ ही इंस्टालेशन चार्ज तीन हजार लगेगा। यह जमा करते ही बिजली का प्री पेड मीटर लग जाएगा। किरायेदार कनेक्शन को कितने भी रकम से रिचार्ज करा सकते हैं। दो सौ यूनिट तक उनका रिचार्ज पैसा नहीं कटेगा।
मकान मालिकों को भी डरने की आवश्यकता नहीं
अरविंद केजरीवाल ने कहा कि इस योजना के तहत मकान मालिकों को भी डरने की आवश्यकता नहीं है। इस योजना का नाम ही किरायेदार बिजली मीटर योजना है। इससे साफ है कि कनेक्शन लेने वाला किरायेदार है। साथ ही यह व्यवस्था भी की गई है कि मीटर पर भी किरायेदार लिखा है। इससे साफ है कि इस मीटर को लेने वाला कभी भी खुद को मकान मालिक होने का दावा नहीं कर सकेगा।
मकान मालिकों का बिजली बिल भी होगा कम
अभी तक कई मकान ऐसे हैं, जहां कई किरायेदार रहते हैं। वहां एक ही कनेक्शन है। जिससे बिजली की खपत ज्यादा है। इस कारण बिजली यूनिट की खपत ज्यादा है, बिजली बिल ज्यादा आता है। मकान मालिक किरायेदारों से आठ से दस रुपये प्रति यूनिट बिल वसूल करता है। अब अलग अलग कनेक्शन होने से कई किरायेदारों को तो मुफ्त बिजली मिलने की संभावना है। वहीं चार सौ यूनिट तक खपत पर मकान मालिक को भी सब्सिडी का लाभ मिलने की संभावना है। इस तरह यह योजना किरायेदार के साथ मकान मालिक के लिए भी लाभकारी है।
दिल्ली पहला शहर, जहां सस्ती और 24 घंटे बिजली
मुख्यमंत्री अरविंद केजरीवाल ने प्रेस वार्ता के दौरान कहा कि दिल्ली के लोगों को 24 घंटे बिना रुकावट बिजली मिल रही है। दिल्ली शायद पूरे देश में अकेला शहर है जहां पर अब 24 घंटे बिजली मिलने लगी है। मुझे याद है जब हमारी सरकार बनी थी तो 2 साल तक हमने कितनी जद्दोजहद की थी पूरी दिल्ली में 24 घंटे बिजली मुहैया कराने के लिए, लेकिन बहुत बड़े स्तर के ऊपर जिस तरह से ट्रांसफार्मर बदले गए, जगह-जगह बिजली की तारे बदली गई, तो अब कुछ इलाकों को छोड़कर जहां पर अभी भी ट्रांसफार्मर बदले जा रहे हैं बाकी पूरी दिल्ली के अंदर आज 24 घंटे बिजली है। पूरे देश के अंदर आज सबसे सस्ती बिजली दिल्ली में है। ऐसा कोई राज्य नहीं है जहां 200 यूनिट बिजली मुफ्त हो और दूसरे स्लैब के अंदर भी आज मुकाबला कर लीजिए सबसे सस्ती बिजली आज दिल्ली के लोगों को मिल रही है। तो अच्छी क्वालिटी की बिजली मिल रही है, सबसे सस्ती बिजली मिल रही है और 24 घंटे बिजली मिल रही है।
इन नंबरों पर फोन कर लें कनेक्शन
किरायेदार बिजली कनेक्शन लेने के लिए इन नंबरों पर फोन कर सकते हैं। बीएसईएस यमुना का नंबर है 19122। बीएसईएस राजधानी का नंबर है 19123 । टाटा का नंबर है 19124। इन नंबरों पर आप फोन कीजिए और कहिए कि हमें अपने घर मीटर लगवाना है, सरकारी कर्मचारी अपॉइंटमेंट फिक्स करके आपके घर आएंगे और मीटर लगा कर चले जाएंगे।

अगस्त में दिल्ली वासियों को मिला था मुफ्त बिजली का तैहफा
मुख्यमंत्री अरविंद केजरीवाल ने एक अगस्त को दिल्ली के मकान मालिकों के लिए प्रति महीने 200 यूनिट तक बिजली बिल्कुल फ्री कर दी थी। जिसके तहत महीने में 200 यूनिट बिजली खपत करते हैंं तो आपको बिल नहीं भरना होगा। वहीं 201 यूनिट होने पर बिल देना होगा। 201 से 400 यूनिट तक आधी सब्सिडी मिल रही है।
फिक्सड चार्ज भी घटा था
दिल्ली सरकार ने अगस्त में ही फिक्सड चार्ज भी घटाए थे। जिन लोगों का सैंक्शन लोड 2 किलोवाट तक है, उन्हें हर महीने पहले 125 रुपये/किलोवाट के हिसाब से फिक्स्ड चार्ज देना पड़ता था, 1 अगस्त से अब उन्हें 20 रुपये/ किलोवाट के हिसाब से फिक्स्ड चार्ज देना पड़ रहा है। इस तरह से दो किलोवाट लोड पर सभी चार्ज को मिलाकर 244 रुपये तक की बचत हो रही है। 3 किलोवाट तक लोड होने पर 313 रुपये तक हर महीने बचत हो रही है।
बिजली चोरी में भारी गिरावट
अरविंद केजरीवाल सरकार की नीतियों और काम की वजह से बिजली चोरी में भारी गिरावट आई। इसी का नतीजा है कि 2015 के मुकाबले 2019 तक बीएसईएस राजधानी के घरेलू उपभोक्ता 22 प्रतिशत बढ़ गए। जबकि, टाटा पावर के घरेलू उपभोक्ताओं में 20 फीसद की बढ़ोतरी हुई।
दुनिया में पहली बार दिल्ली में दो सौ यूनिट बिजली मुफ्त
दुनिया में पहली बार दिल्ली सरकार किरायेदारों के लिए दो सौ यूनिट फ्री बिजली की योजना लेकर आई है। पूरी दुनिया में कहीं भी किरायेदारों को फ्री बिजली देने की योजना नहीं है। ब्रिटेन और साउथ अफ्रीका में जरूर किरायेदारों के लिए प्री पेड बिजली मीटर की व्यवस्था है। लेकिन, उन्हें भी फ्री बिजली नहीं मिलती। भारत में बैंगलुरू में किरायेदारों के लिए प्री पेड बिजली मीटर की योजना है, लेकिन वहां भी दो सौ यूनिट बिजली नहीं है।

Tenants in Delhi Can Now Avail Free Electricity: CM Arvind Kejriwal

– Tenants to now get separate power meters using rent agreement/receipt and an ID proof
New Delhi: Addressing a press conference on Wednesday in the Delhi Secretariat, Chief Minister Arvind Kejriwal announced the Mukhyamantri Kirayedar Bijli Meter Yojana, a scheme to extend the benefits of free electricity under the Delhi government subsidy to tenants residing in the capital city.
Congratulating the people of Delhi, CM Kejriwal tweeted, “Now tenants will also get free electricity. The Mukhyamantri Kirayedar Bijli Meter Yojana extends the subsidy given to home owners to all tenants. 24 hours, cheap electricity is a right of every Delhiite.”
“Tenants were not able to get a separate power meter so far because they were required to take an NOC from the homeowner to get an independent connection. We have removed this requirement, so that tenants will now get a Kiyaredar Meter using just two documents – rent agreement/receipt or any identity card,” said the chief minister.
“Many homeowners have multiple tenants which significantly increases the power consumption under a single connection, bringing them under a high tariff slab. Tenants have to some times pay ₹ 8-10 rupees per unit to their landlords. They have not been able to avail the benefits of the provision of free electricity up to 200 units by the Delhi government. In fact, even the home owner in such cases has not been able to get the subsidy,” said CM Kejriwal.
Under this scheme, prepaid meters will be installed on the properties of the tenants, and they will be able to avail the benefits of free electricity up to 200 units, as well as the subsidy for consumers using 200-400 units per month. The meters will be installed only on domestic consumer properties.
The scheme also includes ease of installation for the tenants. Announcing the several benefits under the scheme, CM Arvind Kejriwal said, “To make the installation process easier for the tenants, meters will now be delivered to their houses by calling on helpline numbers. They can fix appointments by calling on helpline numbers and meters will be delivered to their houses after documentation and verification,”
Under the provisions of the scheme, the installed meters will have stickers on them to notify that their installation has been done under this scheme so as to reassure homeowners of the sanctity of the tenancy.
“I want to congratulate all of you and especially the tenants that we have been able to meet this long-standing demand for provision of free electricity,” said Mr. Kejriwal.
The cost of installing one meter will be around Rs. 6000/-, out of which Rs.3000/- will be the security deposit and Rs.3000/- will be the service charges for the installation work.

Landlords should not be insecure regarding the scheme
Chief Minister Arvind Kejriwal said that landlords need not be insecure and suspicious about the scheme. As the name suggests, the scheme is for the tenants and so the meters will be installed in their names. The ‘tenant’ word will also be clearly mentioned on the meters. Tenants will never be able to claim themselves as a landlord under any condition.
Lower electricity bills for the landlords
There is only one power meter for properties with many tenants. This results in high power unit consumption which results in huge electricity bills. The landlord charges tenants eight to ten rupees per unit. With separate connections, many tenants will now get free electricity. On the other hand, the landlord is also likely to get the benefit of subsidy on unit consumption for up to 400 units. The scheme is beneficial to the tenant as well as to the landlord.
Provisions regarding free electricity were announced in August
Chief Minister Arvind Kejriwal had announced free electricity up to 200 units per month for residents of Delhi. Residents are exempted from paying the bill in if their consumption is up to 200 units. If the consumption is between 201 to 400 units, half the subsidy is being given.
Fixed charges were also reduced
The Delhi government had also reduced the fixed charges in August. Residents with a section load of 2 kilowatt had to pay Rs.125 per kilowatt every month as the fixed charge. Under the new provisions, residents have to pay Rs. 20 per kilowatt every month.
