आम आदमी पार्टी ने आज भारतीय जनता पार्टी पर एक सनसनी खेज आरोप लगाया। आप का दावा है की भाजपा दिल्ली की कच्ची कॉलोनियों में रहनेवाले लोगों को धोखा दे रही है। दिल्ली से आप के राज्यसभा सांसद और दिल्ली चुनाव प्रभारी संजय सिंह और पार्टी के दिल्ली प्रदेशाध्यक्ष गोपाल राय ने एक प्रेस वार्ता में इस बारे में कई तथ्य रखें।
पार्टी मुख्यालय में हुई एक प्रेस वार्ता को संबोधित करते हुए गोपाल राय ने कहा, हमारे सूत्रों से मिली जानकारी के मुताबिक भारतीय जनता पार्टी चुनाव से पहले कच्ची कॉलोनियों को पक्का करने के नाम पर लोगों से धोखा कर रही है। भाजपा का कच्ची कॉलोनी में रहनेवाले लोगों को रजिस्ट्री देने का कोई इरादा नहीं है। चुनाव से पहले एक भी व्यक्ति को उनकी रजिस्ट्री नहीं दी जाएगी। भाजपा की केंद्र सरकार का ये एलान पुरानी सरकारों के वादों की तरह ही छलावा साबित होता नजर आ रहा है।
उन्होंने कहा कि दिल्ली में देश के अलग-अलग राज्यों से लोग रोजगार की तलाश में आकर यहां की अनाधिकृत कालोनियों में बसते रहे हैं। धीरे-धीरे इन कालोनियों में लोगों की संख्या इस कदर बढ़ी की राजनीतिक लालच से सरकारें इन कालोनियों में रहने वाली जनता के साथ संवाद करने के लिए मजबूर हुई। पहले भी समय-समय पर केंद्र में बैठी कांग्रेस की सरकार ने अनाधिकृत कालोनियों में रहने वाली जनता को झूठ का लॉलीपॉप दिया। इस बार केंद्र में बैठी भाजपा सरकार द्वारा पास किए गए प्रस्ताव को देखकर हमें और दिल्ली की अनधिकृत कॉलोनियों में रहने वाली जनता को एक उम्मीद की किरण दिखाई दी थी कि शायद इस बार अनाधिकृत कॉलोनियों को पक्का करने का सपना पूरा हो जाएगा। लेकिन जिस तरह से पहले हर चुनाव से पहले कॉंग्रेस कच्ची कॉलोनियों को ले कर लोगों को बेवकूफ बनाती थी, उसी तरह से भाजपा भी लोगों के साथ धोखा कर रही है।
संजय सिंह ने कहा, कच्ची कॉलोनियों को पक्का करने के लिए दिल्ली की आम आदमी पार्टी सरकार ने पिछले 4 साल में केंद्र सरकार पर खूब दबाव बनाया। हर कदम पर उनका साथ भी दिया। लेकिन अभी जो जानकारी मिली है उसके मुताबिक कच्ची कॉलोनियों में रजिस्ट्री करने का भाजपा का कोई इरादा ही नहीं है।
भाजपा केवल वेबसाइट नम्बर के रूप में एक झुनझुना पकड़ा रही है और भाजपा की नीयत खराब है: संजय सिंह
संजय सिंह ने कहा कि जिस तरह से कच्ची कॉलोनियों को पक्का करने के इस प्रस्ताव में केंद्र में बैठी भाजपा सरकार ने जो चक्रव्यूह रचा है, वह इस बात को दिखा रहा है कि कांग्रेस की तरह ही भाजपा भी केवल और केवल कच्ची कॉलोनियों को पक्का करने के नाम पर जनता के सामने झूठ परोस रही है। 2008 के चुनाव से पहले शीला दीक्षित सरकार ने कई कच्ची कॉलोनियों को प्रोविशनल सर्टिफिकेट बांटे थे। उस वक्त वादा किया था की चुनाव के बाद सभी कॉलोनियों को पक्का कर के उनकी रजिस्ट्री की जाएगी। लेकिन चुनाव के बाद उन्होंने अपना वादा नहीं निभाया।
संजय सिंह ने 17 सितंबर 2008 की तारीख का एक प्रोविजनल सर्टिफिकेट दिखाते हुए कहा, कि यह सर्टिफिकेट कांग्रेस द्वारा अनाधिकृत कॉलोनियों में रहने वाली जनता को बांटा गया था और उन्हें विश्वास दिलाया गया था, कि इस बार चुनाव में कांग्रेस को जिता दीजिए तो आपकी कॉलोनियों को पक्का कर दिया जाएगा और आप सब के मकानों की पक्की रजिस्ट्री करा दी जाएगी। दिल्ली की जनता ने वोट देकर कांग्रेस को तो जिता दिया, परंतु 2008 से लेकर 2013 तक कांग्रेस की सरकार ने अनाधिकृत कालोनियों को पक्का करने की दिशा में एक भी कदम नहीं उठाया। कांग्रेस ने दिल्ली की अनाधिकृत कॉलोनियों में रहने वाली जनता को धोखा दिया।
उन्होंने बताया, अब भाजपा की केंद्र सरकार लोगों को बेवकूफ बनाने के लिए एक वेबसाइट खोलेगी। और उस वेबसाइट पर लोगों को आवेदन करने को कहेगी। वेबसाइट पर आवेदन करने के बाद लोगों को एक वेबसाइट नम्बर दिया जाएगा। इस नम्बर के अलावा लोगों को चुनाव से पहले कुछ मिलने वाला नहीं है। भाजपा का झूठ इस बात से साबित होता है कि चुनाव से पहले मात्र वेबसाइट पर रजिस्ट्रेशन का प्रावधान केंद्र सरकार ने निर्धारित किया है। और यह उसी प्रकार से है जिस प्रकार से 2008 में कांग्रेस ने अनाधिकृत कालोनियों में रहने वाले लोगों को प्रोविजनल सर्टिफिकेट बांटे थे। उस वक्त जैसे लोग प्रोविशनल सर्टिफिकेट ले कर घूम रहे थे उसी तरह ये वेबसाइट का एक नम्बर ले कर घूमेंगे। पहले लोग कॉंग्रेस के हाथों धोखा कहा चुके है और अब भाजपा के हाथों धोखा खाएंगे।
अपने स्तर पर रजिस्ट्री की सारी तैयारियां पूरी: गोपाल राय
गोपाल राय ने कहा कि दिल्ली सरकार रजिस्ट्री के लिए अपने सभी स्तर पर तैयारियां पूरी कर चुकी है, दिल्ली की अनाधिकृत कॉलोनियों में रहने वाले लोग अपने अपने स्तर पर सभी तैयारियां कर चुके हैं, सभी लोग अपने अपने मकानों की रजिस्ट्री कराने के लिए तैयार बैठे हैं, तो केंद्र सरकार यह वेबसाइट नंबर का लॉलीपॉप क्यों जनता के हाथ में थमा रही है?
गोपाल राय ने कहा, दिल्ली की केजरीवाल सरकार ने अपना दायित्व पूरा किया है, अब अनाधिकृत कालोनियों में रहने वाले लोग केंद्र सरकार की ओर देख रहे हैं, यह रजिस्ट्रेशन का झुनझुना अनधिकृत कॉलोनी की जनता को नहीं चाहिए। चुनाव से पहले दिल्ली की अनधिकृत कालोनियों में रहने वाली जनता के मकानों की पक्की रजिस्ट्री का काम शुरू करवाया जाए।

The Aam Aadmi Party today accused the Bharatiya Janata Party of cheating the residents of unauthorised colonies. AAP’s Rajya Sabha MP from Delhi and Delhi election in-charge Mr Sanjay Singh and Delhi state convenor Mr Gopal Rai presented several facts about this in a press conference.
Addressing a press conference held at the party headquarters, Mr Gopal Rai said, “As per the information from our sources, the Bharatiya Janata Party is cheating people in the name of regularisation of the unauthorised colonies before the elections. The BJP has no intention of giving the registry to the people living in the unauthorised colonies. Not a single person will be given their registry before the election.”
“From a long time in Delhi, people from outside have settled at the unauthorised colonies of the city. With time the population has increased and those people became a very important political entity for all the political parties. The people of unauthorised colonies have always been deprived by the Central governments be it the Congress government and now the Bharatiya Janata party-led government. The Congress government before the election earlier they promised regularisation of the unauthorised colonies and then distributed provisional certificates. But those provisional certificates had no value and at the end of the day, those were just political gimmicks. Now the BJP government they have cleared in their cabinet the proposal of unauthorised colony regularisation,” said Mr Rai.
Sanjay Singh said, “The Aam Aadmi Party government of Delhi put a lot of pressure on the central government in the last 4 years to ensure the development of unauthorised colonies. The Delhi government has also supported them at every step. But according to the information that has just been received, the BJP has no intention to do the registry of these colonies.”
BJP is just giving a gimmick as website number only and BJP’s intentions are wrong: Sanjay Singh
Sanjay Singh said that how the BJP government sitting at the Center in this proposal to regularisation the unauthorised colonies, it is showing that like the Congress, the BJP is playing with the sentiments of the unauthorised colonies. “Before the 2008 election, the Sheila Dixit government had distributed provisional certificates to several unauthorised colonies. At that time, it was promised that after the election all the colonies will be registered. But after the election the Congress did not keep the promise,” said Mr Singh.
Sanjay Singh, by showing a provisional certificate dated 17 September 2008, said that this certificate was distributed by the Congress to the people living in unauthorized colonies and they were assured that this time the Congress should win the elections. “The people of Delhi voted and won the Congress, but from 2008 to 2013, the Congress Government did not take any step towards ensuring unauthorized colonies. The Congress party betrayed the people living in the unauthorized colonies of Delhi,” he said.
Mr Singh also said, “Now BJP’s central government will open a website to fool people and they will ask people to apply on that website. After applying on the website, people will be given a number. Apart from this number, people are not going to get anything before the election. The lie of the BJP can be proved by the fact that the provision of registration on the website only before the elections has been set by the central government.” He added that this is the similar way Congress in 2008 distributed provisional certificates to people living in unauthorized colonies. At that time, as people were roaming around with a provisional certificate and now they will just get a website number.
All the preparations of the registration completed at our level: Gopal Rai
Mr Gopal Rai said that the Delhi government has completed all the preparations for the registration for the people living in the unauthorized colonies of Delhi have done. “When we are ready then why is the Central Government putting this website number as a lollipop in the hands of the public? Kejriwal government of Delhi has fulfilled its promise, now people living in unauthorized colonies are looking towards the central government. But the BJP does not want this to happen,” said Mr Rai.
