नई दिल्ली: दिल्ली के उपराज्यपाल श्री अनिल बैजल ने दिल्ली विकास प्राधिकरण (DDA) के उपाध्यक्ष और दिल्ली पुलिस के आयुक्त को निर्देश दिया है कि वे अपने संबंधित विभागों को डेंगू से लड़ने के लिए दिल्ली सरकार द्वारा शुरू किए गए अभियान में शामिल होने के लिए निर्देश जारी करें। श्री बैजल ने 4 सितंबर को मुख्यमंत्री अरविंद केजरीवाल को पत्र लिखकर उन्हें बताया कि उन्होंने दोनों विभागों से कार्यक्रम में अधिकतम भागीदारी सुनिश्चित करने का अनुरोध किया है।
इस सप्ताह की शुरुआत में, 3 सितंबर को, मुख्यमंत्री ने दिल्ली के सभी सरकारी अधिकारियों को निर्देश दिया था कि वे हर रविवार को सुबह 10 बजे और अपने कार्यालयों का हर शुक्रवार सुबह 11 बजे निरीक्षण करें। इस निर्देश के बाद, मुख्यमंत्री ने माननीय उपराज्यपाल श्री बैजल से व्यक्तिगत रूप से मुलाकात की और उनसे अभियान का समर्थन करने का अनुरोध किया। उपराज्यपाल खुद अभियान के हिस्से के रूप में अपने घर और कार्यालय का निरीक्षण करने के लिए सहमत हुए। उन्होंने सीएम के अनुरोध पर डीडीए और दिल्ली पुलिस को भी निर्देश जारी किए।
मीडिया को दिए एक बयान में, सीएम केजरीवाल ने श्री बैजल को धन्यवाद दिया और कहा, “डेंगू के खिलाफ लड़ाई दिल्ली सरकार द्वारा शुरू की गई है। लेकिन दिल्ली सरकार अकेले डेंगू को हराने के लक्ष्य को प्राप्त करने में सफल नहीं हो पाएगी। माननीय उपराज्यपाल श्री बैजल, दिल्ली की दो सबसे बड़ी सरकारी एजेंसियां, डीडीए और दिल्ली पुलिस भी इस अभियान में शामिल हुई हैं। मुझे बहुत खुशी है कि पूरी दिल्ली इस महत्वपूर्ण अभियान के लिए एकजुट हो रही हैं। “
दिल्ली पुलिस के पास जून 2019 तक 80,000 से अधिक कर्मचारी हैं, और डीडीए के पास 11,000 से अधिक हैं। दोनों विभाग मिलकर शहर भर में कई बड़े कार्यालय चलाते हैं। इन दोनों एजेंसियों के मुख्यमंत्री की पहल में शामिल होने के साथ, यह डेंगू को हराने की लड़ाई के लिए मील का पत्थर साबित होगी।

दिल्ली की नौकरशाही के प्रमुख के रूप में, मुख्य सचिव ने दिल्ली सरकार के सभी अधिकारियों से अपील की कि वे शहर को डेंगू और चिकनगुनिया से मुक्त बनाने में सहयोग और प्रभावी ढंग से समन्वय स्थापित करें। उन्होंने दिल्ली सचिवालय के प्लाजा में एक सभा के दौरान सभी प्रमुख सचिवों, सचिवों, सभी दिल्ली सरकार के विभागों / संस्थानों सहित स्थानीय / स्वायत्त निकायों के प्रमुखों आदि को संबोधित किया।
“दिल्ली में पहले से ही वेक्टर जनित बीमारियों के खिलाफ अभियान के सकारात्मक परिणाम देखे गए हैं। मैंने सभी अधिकारियों से अपील की है कि वे रविवार को न केवल अपने घरों में बल्कि शुक्रवार सुबह 11 बजे सभी कार्यालयों में इस अभियान में शामिल हों। यह अपील दिल्ली सरकार, उसके सार्वजनिक उपक्रमों और संस्थानों तक सीमित नहीं है। मैं केंद्र सरकार के कार्यालयों, सार्वजनिक उपक्रमों और यहां तक कि निजी क्षेत्र से भी इस पहल में शामिल होने की अपील करना चाहूंगा।
विजय देव ने अधिकारियों को याद दिलाया कि निर्देशों का न केवल दिल्ली सरकार के कार्यालयों, प्रतिष्ठानों और संस्थानों द्वारा, बल्कि स्थानीय / स्वायत्त निकायों, स्कूलों, कॉलेजों और अस्पतालों द्वारा भी पालन किया जाना चाहिए। अधिकारियों को संबोधित करने के बाद, मुख्य सचिव ने दिल्ली सचिवालय में 5 वीं मंजिल पर अपने कार्यालय में प्लांटर्स और फूलों के बर्तनों का भी निरीक्षण किया, ताकि यह जांचा जा सके कि इन प्लांटर्स के पास कोई पानी है या नहीं।
मुख्य सचिव के संबोधन के बाद, दिल्ली सचिवालय के सभी अधिकारियों और शहर भर में सरकार के अन्य कार्यालयों में भी सुबह 11 बजे निरीक्षण किया गया।
रविवार, 1 सितंबर को, मुख्यमंत्री अरविंद केजरीवाल ने ’10 हाफ़ते 10 बज 10 मिनट ‘अभियान शुरू किया था। 1 सितंबर और 15 नवंबर के बीच के दस रविवारों के लिए, उन्होंने दिल्ली के लोगों से सुबह 10 बजे 10 मिनट के लिए अपने घरों का निरीक्षण करने की अपील की है। इस कार्यक्रम के एक भाग के रूप में, उन्होंने और उनके मंत्रिमंडल, विधायकों और दिल्ली के अन्य प्रतिष्ठित व्यक्तियों ने निरीक्षण किया था। सरकार ने अब शहर के सभी कार्यालय स्थानों, स्कूलों, अस्पतालों आदि में निरीक्षण के टास्क को जोड़ा है। प्रत्येक अधिकारी प्रत्येक शुक्रवार को सुबह 11 बजे अपने कार्यालयों का निरीक्षण करेंगे।
2015 के बाद से, 2018 में डेंगू के मामले 15, 867 से घटकर केवल 2,798 रह गए हैं। इस साल वेक्टर-जनित बीमारियों के खतरे को कम करने के लिए ’10 हफ़ते 10 बजे 10 मिनट ‘अभियान को शुरू किया गया है। डेंगू का मच्छर साफ स्थिर पानी में पनपता है, और इस अभियान का उद्देश्य इस बारे में जागरूकता पैदा करना है ताकि नागरिक अपने आसपास के किसी भी हिस्से में साफ पानी जमा न होने दें।

The Lieutenant Governor of Delhi Shri Anil Baijal has directed the Vice Chairman of the Delhi Development Authority (DDA) and the Commissioner of the Delhi Police to issue directions to their respective departments to join the campaign launched by the Delhi government to fight dengue. Shri Baijal wrote to Chief Minister Arvind Kejriwal on 4th September conveying to him that he has requested both departments to ‘ensure maximum participation’ in the program.
Earlier this week, on 3rd September, the chief minister had directed all Delhi government officials to conduct an inspection of their homes every Sunday at 10 AM and of their offices every Friday at 11 AM. Following this direction, the chief minister had personally met the Hon’ble LG Shri Baijal and requested him to support the campaign. The L-G himself agreed to inspect his home and office as part of the campaign. He also issued directions to the DDA and Delhi Police on the CM’s request.
In a statement to the media, CM Kejriwal thanked Shri Baijal and said, “The fight against dengue has been launched by the Delhi government. But Delhi government on its own will not succeed in achieving our goal of defeating dengue. With the support of the Hon’ble L-G Shri Baijal, two of Delhi’s biggest governmental agencies, the DDA and Delhi Police have also joined this campaign. I am very happy that all of Delhi is uniting for this important cause.”
Delhi Police has over 80,000 personnel as of June 2019, and the DDA has more than 11,000. Together both departments run several large offices across the city. With these two agencies joining the chief minister’s initiative, it will be a shot in the arm for the fight to defeat dengue.
Chief Minister of Delhi, Shri Arvind Kejriwal and Chief Secretary, Delhi Government, Shri Vijay Kumar Dev inspected their offices in the Delhi Secretariat on Friday morning at 11 AM. The inspection was done as per the directions issued by the Chief Minister to all Departments of the Government to participate in the campaign against dengue.
As the head of Delhi’s bureaucracy, the Chief Secretary appealed to all officials of the Delhi government to collaborate and effectively coordinate in making the city free from Dengue and Chikungunya. He addressed all Principal Secretaries, Secretaries, Heads of Department of all Delhi Government Departments/Institutions including local/autonomous bodies, etc., during a gathering in the Plaza of the Delhi Secretariat.
“Delhi has already seen positive results of the drive against vector borne diseases. I have appealed to all officials to not only join this campaign in their homes on Sunday, but also in all offices at 11 AM on Friday. This appeal is not limited to the Delhi government, its PSUs and institutions. I would also like to appeal to the Central government offices, PSUs and even the private sector to join this initiative,” said the chief secretary.
Shri Dev reminded officers that not only should the directives be followed by Delhi Government offices, establishments and institutions, but also by local/autonomous bodies, schools, colleges and hospitals. After addressing the officials, the Chief Secretary also inspected planters & flower pots in his office at 5th floor in the Delhi Secretariat to check whether these planters have any stayed water. After the Chief Secretary’s address to the bureaucracy, all officials of the Delhi Secretariat and also those in other offices of the government across the city conducted an inspection at 11 AM.
On Sunday, 1st September, Chief Minister Arvind Kejriwal had launched the ’10 Hafte 10 Baje 10 Minute’ campaign. For the ten Sundays between 1st September and 15th November, he has appealed to the people of Delhi to inspect their homes at 10 AM for 10 minutes. As part of this program, he and his colleagues in the Delhi cabinet, MLAs, and other eminent persons of Delhi had conducted the inspections. The government has now added the component of inspections in all office spaces, schools, hospitals, etc of the city. Every official will inspect their offices every Friday at 11 AM.
Since 2015, dengue cases have gone down from 15, 867 to just 2,798 in 2018. The ’10 Hafte 10 Baje 10 Minute’ campaign has been launched in a bid to reduce the threat of vector-borne diseases even more this year. The dengue mosquito breeds in clean stagnant water, and the campaign aims to create awareness about this so citizens do not allow clean water to accumulate in any part of their surroundings.
