कच्ची कालोनियों को लेकर धरने पर बैठे भाजपाई अपने गिरेबान में झांकें : गोपाल राय

नयी दिल्ली : अपने शासनकाल में भाजपा ने दिल्ली की कच्ची कालोनियों में एक ईंट लगाने का भी कार्य नहीं किया है। वहीं केजरीवाल सरकार ने पहले दिन से अब तक कच्ची कालोनियों में 6 हज़ार करोड़ का बजट ख़र्च करने का कार्य किया है। यह बात आज एक प्रेस वार्ता के दौरान आम आदमी पार्टी के दिल्ली प्रदेश संयोजक गोपाल राय ने कही। उन्होंने कहा कि कच्ची कालोनियों को लेकर धरने पर बैठे भाजपा सरकार के ज़िम्मेदार नेता सफ़ाई और सुरक्षा की दिल्ली में दुर्दशा भी देख लें।
श्री राय ने कहा कि आज भारतीय जनता पार्टी के सांसद और नेता जन्तर-मन्तर पर धरना दे रहे हैं और आरोप लगा रहे हैं कि अरविंद केजरीवाल जी झूठ बोल रहे हैं। मैं उन भाजपाइयों से पूछना चाहता हूँ 1993 में भाजपा ने सरकार बनाई थी। तब उनको पाँच सालों में तीन मुख्यमंत्रियों को बदलना पड़ा था, जो कि आज तक एक रिकार्ड है। पहले मदनलाल खुराना फिर साहिब सिंह वर्मा और उसके बाद सुषमा स्वराज मुख्यमंत्री बनी थी। यदि भाजपा के पास कच्ची बस्तियों के विकास कार्य को लेकर कोई आँकड़े हों तो बताये। केंद्र में भी पाँच साल बीत गये। अब दोबारा फिर से सरकार में आ गये हैं । अब तक कुछ कर लिया हो तो वो भी बता दें। उन्होंने कहा कि मैं चुनौती देता हूँ यदि एक भी ईंट भाजपा सरकार ने कच्ची कालोनियों में लगायी हो तो प्रमाण दें । भाजपा सरकार का इतिहास रहा है कि कच्ची कालोनियों के वासियों को कभी दिल्ली का समझा ही नहीं गया । उनको हमेशा हिक़ारत की निगाह से देखा गया है। यही वजह थी कि कच्ची कॉलोनी वालों ने दिल्ली में आम आदमी पार्टी की सरकार बनाई। कांग्रेस सरकार ने भी काम की जगह सिर्फ़ जुमलेबाज़ी की थी, ज़मीन पर कुछ भी नहीं किया।
श्री राय ने कहा कि दिल्ली के अन्दर हमारी सरकार बनने के बाद दो चीजों पर बराबर कार्य किया गया। जिसके अंतर्गत पहले दिन से कच्ची कलोनियों में सबसे ज़रूरी काम सड़कें और नाली बनवाने कार्य किया गया। इसके लिए 3500 करोड़ का बजट केजरीवाल सरकार अब तक दे चुकी है। इसी तरह पानी की समस्या के लिए आप सरकार ने 2500 करोड़ की लागत से पानी की लाइन डलवाने का कार्य किया। जबकि पूर्व में कच्ची कलोनियों की हालत बद से बदतर हुआ करती थी। वहाँ के हालात गाँवों से भी बुरे थे।
उन्होंने कहा कि केजरीवाल सरकार ने कच्ची कालोनियों को पक्का करने का प्रस्ताव प्राथमिकता पर 2 नवम्बर 2015 को कैबिनेट में पास किया और 15 नवम्बर 2015 को केन्द्र सरकार को भेज दिया था। उसके बाद से लगातार केजरीवाल सरकार केंद्र सरकार की मंज़ूरी के लिए पत्र पर पत्र लिखे जा रही है। अभी भी केंद्र सरकार द्वारा 15 दिनों में जवाब माँगा गया था, जिसको केजरीवाल सरकार ने 7 दिनों में ही भेज दिया। वर्तमान में केजरीवाल सरकार की केन्द्र सरकार से अपील है कि वह कच्ची कालोनियाँ से संबंधित सभी लंबित पड़े अनुमोदन को स्वीकृति प्रदान करे। हमारे मुख्यमंत्री इसके लिए केंद्र सरकार का हमेशा से शुक्रिया अदा करते आए हैं।
उन्होंने कहा कि भाजपा के पास सफ़ाई और सुरक्षा है, इसी पर कार्य करके दिखा दे। दिल्ली में सफ़ाई को लेकर हालत किसी से छुपे नहीं हैं और सुरक्षा को लेकर त्राहि-त्राहि मची हुयी है। पूरी दिल्ली में अपराधों से भय और असुरक्षा माहौल बन हुआ है। भाजपा सिर्फ़ ये दो काम की गारंटी दे दे, दिल्ली में बाक़ी काम केजरीवाल सरकार बख़ूबी कर रही है।

New Delhi: The Bharatiya Janata Party has not laid a single brick in any unauthorized colony of Delhi in its tenure from 2014 onwards. On the other hand, the Arvind Kejriwal led Aam Aadmi Party government has already spent ₹ 6,000 crores since coming to power in 2015, said the AAP Delhi unit chief Gopal Rai. Addressing a press conference on the BJP’s conduct over the issue of regularisation of unauthorised colonies, Gopal Rai today said that instead of doing a dharna against the AAP government, the BJP should pull up its socks and deal with the two burning issues that come under the BJP’s control, sanitation and law & order. Both cleanliness and safety are two issues that impact people living in unauthorized colonies acutely.
Gopal Rai said, “Today the Bharatiya Janata Party MPs and leaders are protesting at Jantar Mantar, accusing Arvind Kejriwal of lying. The BJP had formed a government in Delhi in 1993. Their tenure had set the record of changing three chief ministers. First Madanlal Khurana, then Sahib Singh Verma and then Sushma Swaraj became the Chief Minister. I want to ask the BJP if they had laid even one brick in a single unauthorised colony during its tenure. I challenge the BJP to present evidence of a single development work undertaken by it for the unauthorised colonies.”
On the role of the Centre, he said, “It has been more than five years since the BJP has been in power at the Centre, but nothing has been done. The BJP government’s record on the issue is known to all. It has never considered the people who live in unauthorised colonies as rightful citizens of Delhi. This is why the people of Delhi elected the Aam Aadmi Party. Even the Congress had only mouthed platitudes, without doing any work on the ground.”
The AAP government’s record of work done for unauthorised colonies, on the other hand is stellar. Gopal Rai said, “Our government has invested in two sectors, roads & sewers and water pipelines. ₹ 3,500 crore is being spent on building roads and sewers in unauthorised colonies, while ₹ 2,500 crores have been spent on laying water pipelines. The condition of unauthorised colonies used to be pathetic before this, often worse than that of the most backward rural areas of the country.”
Asserting the proactiveness of the Arvind Kejriwal government, Gopal Rai said,”The Kejriwal government cleared the proposal to regularise unauthorized colonies in the Cabinet on November 2, 2015 and sent it to the Central Government on November 12, 2015. Since then, letter after letter has been written to the Central Government requesting their assent on our proposal. Even in the present case, the Central Government had asked for a response on their proposal within 15 days, but the Kejriwal government responded within 7 days.”
Gopal Rai said, “The AAP government has appealed to the Central Government to resolve all pending issues at the earliest. The Chief Minister has expressed his gratitude to the Centre for acting on the Delhi government’s proposal.”
The Delhi Convener said that the BJP has control over cleanliness and security, through the MCD and the Centre. He said that the BJP should first work on the issues it has been elected for. The cleanliness and law & order situation in Delhi is a cause of concern for all. “Let the BJP resolve these problems for Delhi first, on the other issues, the Kejriwal government is working for the people.”
