ऑडिट में भाजपा शासित नगर निगम का करोड़ों का भ्रष्टाचार उजागर

आडिटर ने 2018 में बार बार लिखा की भ्रष्टाचार पर कार्यवाही हो मगर निगम ने कोई जवाब नहीं दिया

पार्टी मुख्यालय में एक प्रेस वार्ता को संबोधित करते हुए आप मुख्य प्रवक्ता सौरभ भारद्वाज ने कहा की कल आई ऑडिट रिपोर्ट में भाजपा शासित नगर निगम में चल रहे हज़ारों करोड़ के भ्रष्टाचार का जो खुलासा हुआ है उसको लेकर आम आदमी पार्टी एसीबी में शिकायत दर्ज करा, कार्यवाही की मांग करेगी।
उन्होंने बताया की बीते बृहस्पतिवार को दक्षिणी दिल्ली नगर निगम की ऑडिट रिपोर्ट स्टैंडिंग कमेटी के अंदर रखी गई। जब हमने इस रिपोर्ट को पढ़ा तो बेहद ही चौंकाने वाले तथ्य सामने आए। रिपोर्ट के मुताबिक दक्षिणी दिल्ली नगर निगम का एक भी विभाग ऐसा नहीं है जिसमें करोड़ों रुपए का भ्रष्टाचार ना हुआ हो।
रिपोर्ट में दिए हुए कुछ मुख्य बिंदुओं को चिन्हित करते हुए उन्होंने बताया एमसीडी के पास 1177 करोड रुपए प्रॉपर्टी टैक्स वसूलने के लिए बकाया पड़ा हुआ है, परंतु एमसीडी ने इस पैसे को वसूलने के बजाय आपनी जेबें भर ली। खासकर कमर्शियल प्रॉपर्टीज पर जहां एमसीडी टैक्स वसूल सकती थी, उसमें बहुत अधिक मात्रा में अनियमितताएं पाई गई हैं। रिपोर्ट में उदाहरण के लिए चार कमर्शियल प्रॉपर्टीज दि उमराव, फोर पॉइंट्स, मेपल इमराल्ड और मोटैल जैसे जानेमाने फर्महाउस का ज़िक्र किया गया है। यह ऐसे फार्म हाउस है जहां पर बड़े-बड़े करोड़पतियों की शादी होती है, परंतु भाजपा के नेता और एमसीडी के अधिकारियों की मिलीभगत से आज भी इस जमीन पर एग्रीकल्चर लैंड दिखाकर, एग्रीकल्चर लैंड के अनुसार टैक्स लिया जाता है और करोडो रुपए की चपत दक्षिणी दिल्ली नगर निगम निगम को लगाई जा रही है। रिपोर्ट के अनुसार मात्र इन चार प्रॉपर्टीओं का ही टैक्स 4 करोड़ 49 लाख 99 हजार 422 रुपए बनता है। दक्षिणी दिल्ली में इस तरह की ढेरों प्रॉपर्टीज है जिनके टैक्स में हेरा फेरी कर भाजपा के नेता एवं एमसीडी के अधिकारी दक्षिण दिल्ली नगर निगम को करोड़ों की चपत लगा रहे हैं।
सौरभ भारद्वाज ने कहा कि खुद एमसीडी का जो इंटरनल ऑडिट डिपार्टमेंट होता है उसके बारे में भी इस ऑडिट रिपोर्ट में चौकानेवाले तथ्य सामने आए हैं। इंटरनल ऑडिट के द्वारा मात्र 147 यूनिट का ऑडिट किया गया है जो कि दक्षिणी दिल्ली नगर निगम की कुल यूनिट का मात्र 4% बनता है जबकि नियम कहता है कि 100% ऑडिट करना जरूरी है।
विजिलेंस विभाग के बारे में बताते हुए उन्होंने कहा कि जिस विभाग का काम है नगर निगम में भ्रष्टाचार को रोकना उसी विभाग की कार्यविधि पर इस सेंट्रल ऑडिट रिपोर्ट में प्रश्न उठाए गए हैं। उन्होंने बताया कि रिपोर्ट के मुताबिक विजिलेंस डिपार्टमेंट को 313 रेगुलर डिपार्टमेंटल एक्शन निर्देशित किए गए थे। विजिलेंस डिपार्टमेंट द्वारा मात्र 165 मामलों में चार्जशीट दी गई, बाकी 148 केसों में कई सालों से चार्जशीट भी जारी नहीं की गई है। अर्थात ऐसे मामले जिनके अंदर प्राथमिक जांच में यह पाया गया कि जिस अधिकारी के संबंध में शिकायत की गई है वह भ्रष्टाचार में लिप्त था बावजूद उसके लगभग आधे ही मामलों में चार्जशीट जारी की गई।
रिपोर्ट में दिए गए एक और भ्रष्टाचार पर बात करते उन्होंने बताया कि रिपोर्ट के मुताबिक दिल्ली में जो सेल फोन टावर लगे हुए हैं उनमें से ज्यादातर गैरकानूनी हैं। टावर लगाने के लिए एमसीडी की निर्धारित फीस एक लाख रुपए है। कानूनी दायरे में भी जो टावर लगे हुए हैं उनसे भी एमसीडी ने वह फीस नहीं ली है। रिपोर्ट के मुताबिक 1672 लोगों ने सेल फोन टावर लगाने के लिए प्रार्थना पत्र दिया, जिसमें से मात्र 659 लोगों को सेल फोन टावर लगाने की अनुमति दी गई। परंतु यह बेहद ही चौंकाने वाली बात है कि बाकी टावर्स को अनुमति न मिलने के बावजूद भी वह सभी टावर चल रहे हैं। इसके अलावा कई हज़ार टावर गैर कानूनी तौर पार चलाए जा रहे हैं। सभी टॉवर नगर निगम के अधिकारियों और दिल्ली पुलिस की देखरेख में चल रहे हैं। इसके द्वारा भी दक्षिणी दिल्ली को करोड़ों रुपए का चूना लगाया जा रहा है।
रिपोर्ट में एक और बेहद चौंकाने वाले तथ्य के बारे में बताते हुए सौरभ भारद्वाज ने कहा कि नगर निगम के इंटरनल ऑडिटर ने अपनी खुद की रिपोर्ट में इस बात को कहा है कि नगर निगम के विभिन्न विभागों में अनियमितताएं पाई गई है। नगर निगम इसकी जांच करें और संबंधित अधिकारियों के खिलाफ कार्यवाही करे। यह बेहद ही चौंकाने वाली बात है कि नगर निगम ने अपने इंटरनल ऑडिटर को भी इस बाबत कोई जवाब नहीं दिया।
सौरभ भारद्वाज ने कहा कि इस ऑडिट रिपोर्ट में नगर निगम में चल रहे करोड़ों रुपए के भ्रष्टाचार का खुलासा हुआ है। ऑडिटर के कहने के बावजूद भी नगर निगम ने किसी प्रकार की कोई कार्यवाही नहीं की है, इसीलिए आम आदमी पार्टी ने तय किया है कि आम आदमी पार्टी के विधायक इस बाबत एसीबी में एक शिकायत दर्ज कराएंगे और एमसीडी में चल रहे करोड़ों रुपए के भ्रष्टाचार की जांच की मांग करेंगे।
वह नगर निगम ,जो हर दो चार महीने में अपने सफाई कर्मचारियों की, नगर निगम के अस्पतालों में काम करने वाले डॉक्टरों की तनख्वाह रोक लेते हैं, पूरी दिल्ली को कूड़ा कूड़ा करा देते हैं यह कहकर कि उनके पास कर्मचारियों को तनखा देने के लिए पैसे नहीं है। उसी नगर निगम ने करोड़ों रुपए जो एमसीडी के पास आ सकते थे, उसको इकट्ठा करने के बजाय निगम के नेताओ और अफसरों ने अपनी जेबें भरी, और नगर निगम को कंगाल कर दिया ।

The Audit Report of the South Delhi Municipal Corporation was placed before the Standing Committee yesterday. It exposes scams worth thousands of crores in the Bharatiya Janata Party-run municipal corporations. Addressing a press conference at the party headquarters on the audit report, the Chief Spokesperson of the Aam Aadmi Party Saurabh Bhardwaj said, “The Aam Aadmi Party will be filing a complaint with the anti corruption branch against the corruption worth thousands of crores of rupees by BJP-run MCDs that was found on in the audit report that came yesterday.”
“The audit report of the South Delhi Municipal Corporation was placed before the Standing Committee on Thursday. According to the report, there is not a single department of South Delhi Municipal Corporation in which corruption of crores of rupees was not found,” added Bharadwaj.
On the specific cases of corruption, he said, “MCD has an outstanding balance of Rs 1177 crore in the collection property tax, but MCD leadership has filled it’s own private pockets instead of recovering this money. Especially on commercial properties where MCD could have collected tax, a lot of irregularities have been found in it. The report mentioned, for example, four well-known farm houses such as Umrao, Four Points, Maple Emerald. These are farm houses where the rich and powerful host weddings. But even today with the connivance of BJP leaders and MCD officials, by showing this as agricultural land, low taxes are being collected, resulting in a huge loss of crores of rupees for the SDMC. According to the report, only these four properties account for non collection of taxes worth Rs 4, 49, 99, 422. There are a lot of such properties in South Delhi, whose taxes are being manipulated by the BJP leaders and MCD o officials.”
Saurabh Bhardwaj said, “The internal audit department of the MCD itself has also revealed shocking facts in this audit report. Only 147 units have been audited by internal audit which constitutes only 4% of the total units of South Delhi Municipal Corporation whereas the rule states that 100% audit is necessary.”
Speaking about the Vigilance Department, he said, “The department whose job it is to prevent corruption in the MCD, has been questioned in this central audit report. According to the report, 313 regular departmental actions were directed to the Vigilance Department. The charge sheet was given by the Vigilance Department in only 165 cases, for the remaining 148 cases, the charge sheet has not been issued for many years. That is, in cases where the preliminary inquiry found that the officer in relation to whom the complaint was made was involved in corruption, only in half of such cases, the chargesheet was issued.”
Highlighting another such finding, he said “According to the report, most of the cell phone towers in Delhi are illegal. The fixed fees of the MCD for setting up the tower is one lakh rupees. The MCD has not taken that fee even from the towers which are under legal purview. According to the report, 1672 people gave applications for the installation of cell phone towers, out of which only 659 people were allowed to install cell phone towers. But it is very shocking that all the towers are running even though the other towers are not allowed. All the towers are run under the supervision of Municipal Corporation officials and Delhi Police. Revenue worth crores of rupees is being lost South Delhi, to satisfy private interests of BJP leaders.”
In the internal auditor’s report, irregularities have been found in various departments of the SDMC. “The MCD should investigate this and take action against the officials concerned. It is very shocking that the MCD has not acted on to its internal audit report either. Aam Aadmi Party will file a complaint in ACB against the multi-crore scam found in the SDMC.”
“On the one hand, MCDs withholds the salaries of its sanitation workers, the doctors working in the municipal hospitals every two to four months. They litter the entire city by saying that they have no money to pay the employees. Instead of collecting crores of rupees that could have come to the MCD coffers, BJP leaders have lined their own pockets and bankrupted the municipal corporation,” said Bharadwaj.
