इस बार कच्ची कालोनियों की रजिस्ट्री दिलवाकर रहेंगे, आप नहीं देंगे तो केजरीवाल देगा – अरविंद केजरीवाल

इस बार कच्ची कालोनियों की रजिस्ट्री दिलवाकर रहेंगे, आप नहीं देंगे तो केजरीवाल देगा। यह बात अरविंद केजरीवाल ने दिल्ली विधानसभा में कच्ची कालोनियों पर पेश हुए संकल्प पत्र पर चर्चा के दौरान कहीं। उन्होंने कहा 70 साल से कच्ची कालोनियों का वोट के लिए इस्तेमाल भाजपा और कांग्रेस कर रही थीं, केजरीवाल ने उनका यह खेल खत्म कर दिया। अब अगला चुनाव कच्ची कालोनियों में विकास पर लड़ा जाएगा। उन्होंने कहा कच्ची कालोनियों पर लोगों को कानून नहीं रजिस्ट्री चाहिए। प्रक्रिया प्रारंभ पर किसी को भरोसा नहीं है। लोगों के हाथ में जब तक रजिस्ट्री नहीं आ जाए, किसी पर भरोसा नहीं है। मुझे सुनने में आ रहा है। नेताओं की रामलीला मैदान में रैली होगी। सौ लोगों को रजिस्ट्री देकर फोटो खिचवाया जाएगा। मेरा कहना है सिर्फ सौ लोगों को रजिस्ट्री क्यों पूरी दिल्ली को रजिस्ट्री क्यों नहीं। बाकि लोगों को कहा जा रहा चुनाव बाद रजिस्ट्री देंगे। यह तो पहले भी होता रहा है। चुनाव से पहले लोगों को रजिस्ट्री का वादा किया जाता था, फिर चुनाव बाद अगले चुनाव में आने को कह दिया जाता था। अब इस प्रक्रिया से दिल्ली की जनता उब गई है। अब उसके हाथ में रजिस्ट्री चाहिए।
8 हजार करोड़ खर्च कर कच्ची कालोनियों का कायापल्ट किया – अरविंद केजरीवाल
सीएम अरविंद केजरीवाल ने विधानसभा में कहा कि कल विधायक सोमनाथ भारती जी ने मुझे एक कहानी सुनाई। वह कच्ची कालोनियों मे रहने वाली की कहानी बयां करती है। उन्होंने बताया कि एक डाक्टर था, उसके पास अमीर मरीज आता था। धीरे-धीरे डाक्टर बुढ़ा हो गया। उसका बेटा भी डाक्टर बन गया। एक दिन बुजुर्ग डाक्टर मुख्यमंत्री तीर्थ योजना के तहत तीर्थ पर चला गया। उसके पीछे बेटा क्लीनिक संभालने लगा। बेटे के पास अमीर मरीज आया। बेटे ने चेक किया। उसने कहा, आपको कोई बीमारी नहीं है। अमीर मरीज ने कहा 26 साल से आपके पिता जी के पास आ रहा। वह दवा दे रहे। बेटे ने कहा आपको दवा की जरूरत नहीं, आप ठीक हैं। फिर बुढ़ा डाक्टर आया, उसने देखा अमीर मरीज नहीं आ रहा। उसने बेटे से पूछा। बेटे ने बताया, मरीज आया था। वह ठीक था। मैंने कह दिया, आप ठीक हो। इसपर बुढ़े डाक्टर ने कहा, बेटा यह क्या किया। वह मरीज 26 साल से पैसा ले रहा हूं। तुम्हारी पढाई उसी पैसे से हुई है। यही हाल कच्ची कालोनियों के साथ हुआ। 70 साल से भाजपा और कांगेस उसे चूस रहे थे। एक दिन एक केजरीवाल आया व खेल खत्म कर दिया । अब अगला चुनाव कच्ची कालोनी पर नहीं लड़ा जाएगा।पिछले कई साल से यह खेल चल रहा था। कभी प्रोविजनल सर्टिफिकेट दे देते थे, कभी कोई और कागज। कच्ची कालोनियों में न सीवर थी, न पानी, न सड़कें। कच्ची कालोनियों में रहने वालों का जीवन नरक था। प्रवासी पूर्वांचल समाज के लोग यहां आते थें। उनके पास पैसा नहीं होता। वह उन कच्ची कालोनियों में सस्ते में रहते हैं। उन्हें कहा जाता था कच्ची कालोनी है काम नहीं होगा। 2015 में हमारी सरकार बनने के बाद काम शुरू हुआ। हमने 8 हजार करोड़ से ज्यादा खर्च कर कायापल्ट किया।
अनधिकृत कालोनियों को पक्का करने की प्रक्रिया 6 माह पहले क्यों शुरू नहीं हुई, नियत में खोट – अरविंद केजरीवाल
मुख्यमंत्री अरविंद केजरीवाल ने कहा कि हमने नवंबर 2015 में ही अनधिकृत कालोनियों को पक्का करने की सारी प्रक्रिया पूरी कर केंद्र सरकार को प्रस्ताव भेज दिया। केंद्र सरकार चार साल उसे दबाए बैठी रही। अब चुनाव नजदीक आता देख प्रक्रिया प्रारंभ किया गया है। यह काम तो 6 माह पहले भी प्रारंभ हो सकता था। इससे साफ है कि अनधिकृत कालोनियों के मसले पर नियत साफ नहीं थी। दिल्ली मुख्यमंत्री अरविंद केजरीवाल ने कहा है कि कच्ची कालोनियों पर राजनीति नहीं रजिस्ट्री चाहिए। उन्होंने कहा विधानसभा चुनाव से पहले सिर्फ सौ लोगों को रजिस्ट्री देकर फोटो खिंचाने की तैयारी है। यह तो पूरी तरह से धोखा और दिखावा है। मेरी फिर से केंद्र सरकार से अपील है, दिल्ली की कच्ची कालोनियों में रहने वाले हर व्यक्ति के हाथ में रजिस्ट्री दी जाए। अब फिर से जनता के साथ धोखा करने की तैयारी है। सौ लोगों को रजिस्ट्री देकर अन्य लोगों को चुनाव बाद रजिस्ट्री देने की बात हो रही है। यह काम तो कई दशकों से हो रहा है। चुनाव में रजिस्ट्री देने का वादा होता है।
पांच साल किसी को नहीं आई, कच्ची कालोनियों की याद – सीएम केजरीवाल
सीएम अरविंद केजरीवाल ने कहा कि पांच साल पहले कच्ची कालोनियों का हाल बेहाल था। मैं 2015 के विधानसभा चुनाव के दौरान कच्ची कालोनियों में जाता था तो वहां रह रहे लोगों की परेशानी से रू ब रू होता था। मैंने तभी लोगों से वादा किया था कि सरकार बनने के बाद कच्ची कालोनियों को नरकीय जीवन से बाहर निकाला जाएगा। पिछले पांच साल में कच्ची कालोनियों का कायापल्ट हुआ है। दिल्ली में अरविंद केजरीवाल की सरकार बनने के बाद कच्ची कालोनियों को पक्का करने और विकास के लिए काम तेज हुआ। मुख्यमंत्री ने कहा, अब एक दो माह से सुन रहा हूं कालोनियों को पक्का कराएंगे। मैं पूछता हूं, पांच साल में क्यों नहीं कराए। मैं पांच साल नाली, सड़क बनवा रहा था तब कहां थी केंद्र सरकार। पांच साल पहले केंद्र सरकार कहां थी, अब दो माह से कच्ची कालोनियां याद आ रही है। हमने कच्ची कालोनी में इतना काम हुआ कि भाजपा वोट मांगने लायक नहीं । इसी कारण उन्हे कच्ची कालोनियों की याद आ रहा है। सीएम ने कहा हम जब कच्ची कालोनियों म़े खड़े होकर पानी सीवर का पाइप डलवा रहे थें, नाली और सड़के बनवा रहे थे, तब भाजपा कहां थी? दिल्ली की तो छोटी सरकार है, केंद्र सरकार तो बहुत बड़ी है, उसने क्यों नहीं काम किया। जब अरविंद केजरीवाल ने पांच साल में काम कराकर इन कालोनियों को बदला तो उन्हें इन कालोनियों की याद आ गई है। कांग्रेस ने 2008 के चुनाव से ठीक पहले इसी तरह से प्रोविजनल सर्टिफिकेट बांटे थें। अब सौ लोगों की रजिस्ट्री कराकर जनता के आंखों में धूल झोकने का काम करने की तैयारी है। यह सिर्फ चुनावी दाव है। कच्ची कालोनियों की याद चुनाव से दो माह पहले आ रहे हैं। जब हम काम करा रहे थे तो आप थे। आपके पास केंद्र सराकर है। हमने 8 हजार करोड खर्च किए। कुछ तो दे दिए। आप भी शीला की तरह । रजिस्ट्री दो।

2015- अब तक – 579 कालोनियों में पाईन की पाईप लाईन डली
कुल खर्च – 391 करोड़ रुपये
अब तक 1554 कालोनियों में पानी पाईप लाईन डल गई है। 250 कालोनियां बची हैं। 50 में व्यवहारिक समस्या के कारण पानी की लाईन डाल नहीं सकते। एक साल में सभी दो सौ कालोनियों में पाईन की पाईप लाईन डल जाएगी।

2009 – 2014 – केवल 34 कालोनियों में सीवर लाईन डली
2015 – 2019 तक – 903 कालोनियों में सीवर लाईन डली।
कुल 3444 करोड़ खर्च
नोट – कुल 1130 कालोनियों में सीवर डल गई है। बाकि जगह एक दो साल में सीवर लाईन डाल दिया जाएगा।

New Delhi: Addressing the Delhi Assembly on the first day of the last session before the Delhi assembly elections in 2020, CM Arvind Kejriwal demanded the registry of the properties of the unauthorized colonies in Delhi. He said that his government is the only government to have worked for the welfare of the unauthorized colonies and other parties have just demanded votes on the name of unauthorized colonies.
CM Arvind Kejriwal presented comparative figures to the assembly of the expenditure made by the previous governments on the development of the unauthorized colonies and the expenditure on the same during his tenure, which is eight times higher than the previous terms.
Delhi government spent ₹8147 Crores on developing unauthorized colonies
Chief Minister Arvind Kejriwal presented an interesting story told by Somnath Bharti, one of the legislators from his party to make a strong point on politics over the regularization of colonies. A doctor used to treat a rich patient. With time, a doctor’s son also became a doctor. When the father doctor went for a pilgrimage under Mukhyamantri Tirth Yatra Yojana, he entrusted his son to look after the patient. When the patient came the young doctor checked him and told that now he is fine. The patient couldn’t believe it as he was under medication for 24 years by the elder doctor. But the young doctor asserted that the patient is fine and he can stop the medicine. When the elderly doctor returned, the young one told about his experience with the former’s old patient. The elder doctor told that he was alright. but he used to earn a lot of money from the patient and young doctor’s studies were also managed from the income that he got from his patient!
“This story analogically represents the politics that BJP and Congress played over the regularization of unauthorized colonies in Delhi for the last 70 years. Now the game is over. We won’t allow you (BJP) to fight elections on this issue. We’ll send the leaders of BJP who are getting into deceiving politics on regularization of Delhi unauthorized colonies for pilgrimage under Mukhyamantri Tirth Yatra Yojana”, said the Chief Minister.
“This is nothing but replicating the political intrigue played by Sheila Dixit years before by issuing provisional certificates to the people in unauthorized colonies. Give registry to the people there”, the Chief Minister demanded.
The plan to issue registry to 100 people will be an eyewash meant for a photo op in a big rally to be held in Ram Lila Maidan in the presence of senior leaders of BJP. We’ll ensure that this game is over. Now people want only registry, neither a provisional certificate nor conveyance deeds. If not given, Arvind Kejriwal will ensure that people will get registry in their hands.
No other government worked for the unauthorized colonies in the last five years: CM Arvind Kejriwal
“The migrant people who come to Delhi from Uttar Pradesh and Bihar for work and studies have been destined to live in a hell-like environment in the unauthorized colonies without basic amenities. There have been no roads, no water connections, and no sewer lines. When people asked for roads, water connections, and sewer lines, politicians used to say that since those areas coming under unauthorized colonies, no development works were possible”, said Chief Minister Arvind Kejriwal, while supporting a resolution of the regularization of unauthorized colonies in Delhi.
“Why BJP started to find sudden love for the unauthorized colonies in Delhi? When we were undertaking development works – laying of water connections and sewer lines in unauthorized colonies, where were you? Why the central government with its immense resources didn’t intervene to improve the facilities in the unauthorized colonies?” Chief Minister asked the BJP legislators in the Assembly.

“During the tenure of the previous government from 2004-2009, only 309 unauthorized colonies out of a total of 1797 colonies, had properly developed sewage systems and roads and Rs. 811 crores were spent on this work. During our tenure from 2015 to 2019, we constructed proper sewage systems and roads in 1281 colonies, and the funds spent were Rs. 4312 crores. The water pipelines were laid only in 45 colonies from 2002 to 2009 and in 245 colonies from 2009-2014. During our tenure from 2015 to 2019, water pipelines were laid in 579 colonies with total spending of Rs. 391 crores,” said the CM.
“During 2009-2014, only 34 colonies had sewer pipelines installed, we have installed sewer pipelines in 903 colonies with a total expenditure of Rs. 3444 crores. Sewer pipelines have been laid in a total of 1130 unauthorized colonies and pipelines in the rest colonies will be installed in the next 2-3 years. During the tenure of the previous government from 2009-2014, Rs. 1146 crores were spent on the unauthorized colonies. In our current tenure, Rs. 8147 crores have been spent on the development of the unauthorized colonies,” the Chief Minister added.
