अमित शाह एक नाकामयाब गृह मंत्री, नहीं दे पाए दिल्ली की महिलाओं को सुरक्षा

केंद्रीय गृह मंत्री अमित शाह पूरी तरह से नाकामयाब साबित हुए हैं। उन्होंने दिल्ली की महिलाओं को सुरक्षा नहीं दी। उनके कार्यकाल में दिल्ली में दुष्कर्म की घटनाएं बढ़ी हैं। दिल्ली में महिलाओं को डर लगता है। केंद्रीय गृह मंत्री ने दिल्ली में एक भी महिला थाना नहीं खोले। दिल्ली में पुलिस के बड़े पैमाने पर पद खाली हैं। पीसीआर की संख्या नहीं बढ़ी। इसी कारण दिल्ली में अपराध बढ़े। यह कहना है आम आदमी पार्टी की वरिष्ठ नेता व राष्ट्रीय प्रवक्ता आतिशी का। उन्होंने कहा कि उधर दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने महिला सुरक्षा के लिए अपने स्तर पर कई काम किए। उन्होंने सीसीटीवी कैमरे लगाए। जिससे कई अपराधी पकड़े जा रहे हैं। लेकिन दिल्ली पुलिस को यह व्यवस्था करनी चाहिए कि अपराध ही न हो। साथ ही दिल्ली सरकार ने सभी बसों में मार्शल तैनात किए। अब स्ट्रीट लाईट लगाया जा रहा है।

हैदराबाद में डाक्टर के साथ सामूहिक दुष्कर्म व जला कर हत्या की घटना पर पत्रकारों से बातचीत करते हुए आम आदमी पार्टी की वरिष्ठ नेता आतिशी ने कहा कि आज पूरे देश कि महिलाएं सुरक्षा को लेकर बेहद चिंतित है हैदराबाद में डाक्टर के साथ जो दिल दहला देने वाली घटना हुई है उससे आज पूरा देश सदमे में है। हैदराबाद में हुई यह घटना केंद्र सरकार और देश के गृह मंत्री अमित शाह जी की कार्यशैली पर प्रश्नचिन्ह लगाती है।

दिल्ली की नागरिक होने के नाते आतिशी ने केंद्र सरकार से प्रश्न पूछा कि गृह मंत्री अमित शाह जी बताएं कि दिल्ली के महिलाओं की सुरक्षा के लिए केंद्र सरकार ने अब तक क्या कदम उठाए हैं? उन्होंने कहा कि आज दिल्ली में महिलाओं के प्रति बढ़ते अपराधों की स्थिति ऐसी है कि शाम को अंधेरा होने के बाद चाहे 8 साल की बच्ची हो या 80 साल की बुजुर्ग महिला हो, घर से बाहर निकलने पर खुद को असुरक्षित महसूस करती हैं। हर महिला जो किसी भी कारण से अपने घर से बाहर निकलती है, वह एक असुरक्षा के माहौल में जी रही है और दिल्ली में अपराधों की बढ़ती संख्या को देखते हुए महिलाओं का असुरक्षित महसूस करना बिल्कुल जायज है। अपने बयान के समर्थन में कुछ आंकड़े प्रस्तुत करते हुए आतिशी ने कहा कि ऐसा मैं इसलिए भी कह रही हूं क्योंकि 2019 के आंकड़ों को ही देखा जाए तो अभी साल बीता भी नहीं है और 2000 से भी ज्यादा बलात्कार की घटनाएं दर्ज की जा चुकी हैं। इसका अर्थ यह बनता है कि प्रतिदिन दिल्ली में 6 महिलाओं का बलात्कार हो रहा है।

बीते कुछ महीनों मैं दिल्ली में महिलाओं के खिलाफ हुए जघन्य अपराधों की जानकारी देते हुए आतिशी ने बताया कि 4 जुलाई को एक 6 साल की बच्ची के साथ बलात्कार की घटना हुई, 5 अगस्त को 21 साल की एक महिला के साथ मंदिर मार्ग के नजदीक बलात्कार की घटना हुई, 11 अगस्त को उज्बेकिस्तान से आई हुई एक विदेशी महिला के साथ बसंत कुंज में बलात्कार की घटना हुई, 12 अगस्त को 5 साल की एक बच्ची के साथ उसके स्कूल में बलात्कार की घटना हुई और जब उस घटना की जांच की गई तो पता चला कि उन लोगों ने स्कूल की अन्य कई बच्चियों के साथ यह जघन्य अपराध किया हुआ है, 9 सितम्बर को घर मे काम करने वाली 16 साल की एक लड़की के साथ बलात्कार की घटना हुई, 15 सितम्बर को काउंसिलिंग के नाम पर पुलिस थाने में ले जाई गई के लड़की के साथ थाने के अंदर ही बलात्कार की घटना हुई, 16 सितम्बर को एक बेघर महिला के साथ एक पार्क में बलात्कार की घटना हुई। यही नहीं, अभी 2 दिन पहले ही दिल्ली के नरेला इलाके में एक 11 साल की मासूम बच्ची के साथ बलात्कार की घटना सामने आई है। उन्होंने कहा कि यह लिस्ट इतनी लंबी है कि दिल्ली की जनता को शायद शर्म आ जाएगी के दिल्ली में महिलाओं के प्रति इतनी बड़ी संख्या में बलात्कार की घटनाएं हो रही है। उन्होंने कहा कि यह हम दिल्ली वालों के लिए बेहद शर्म की बात है कि जहां दुनिया में महिलाएं आगे बढ़ रही हैं, अपने देश का अपने समाज का नाम रोशन कर रही हैं, वहीं दिल्ली की महिलाओं को मूलभूत सुरक्षा भी उपलब्ध नहीं है।

दिल्ली सरकार द्वारा महिलाओं की सुरक्षा को लेकर उठाए गए क़दमों पर चर्चा करते हुए आतिशी ने बताया कि दिल्ली सरकार अपने स्तर पर महिलाओं को सुरक्षा देने के हर संभव प्रयास कर रही है। महिलाओं की सुरक्षा के मद्देनजर दिल्ली सरकार ने अब तक दिल्ली में 1,40,000 सीसीटीवी कैमरा लगाए हैं और डेढ़ लाख अन्य कैमरा लगाने का प्रोसेस जारी है। सीसीटीवी कैमरा लगाने का तात्पर्य यह है कि यदि किसी भी महिला के प्रति किसी भी प्रकार की घटना होती है, तो उन अपराधियों को सीसीटीवी कैमरा की मदद से पकड़ा जा सके और उनके खिलाफ सख्त से सख्त कार्यवाही की जा सके। दिल्ली में जो सीसीटीवी कैमरा का प्रोजेक्ट चल रहा है, वह न केवल देश में अपितु विश्व का सबसे बड़ा सीसीटीवी प्रोजेक्ट है।

दूसरा दिल्ली सरकार ने दिल्ली में मुख्यमंत्री स्ट्रीट लाइट योजना के तहत 2,10,000 स्ट्रीट लाइट लगाने का कार्यक्रम शुरू किया है। सेफ्टीपिन नामक एक स्वयं सेवी संस्थान द्वारा प्रस्तुत की गई रिपोर्ट का संज्ञान लेते हुए दिल्ली सरकार ने यह तय किया है कि दिल्ली में जहां पर भी ऐसा क्षेत्र है जहां पर घना अंधेरा है, जिसके कारण अक्सर महिलाओं के साथ घटनाएं घटित होती हैं, वहां पर स्ट्रीट लाइट लगाई जाएगी ताकि महिलाओं के साथ होने वाली इन घटनाओं पर नियंत्रण पाया जा सके। तीसरा, दिल्ली सरकार ने बसों में महिलाओं की सुरक्षा के लिए मार्शल की तैनाती की है। जो महिलाएं डीटीसी बसों में सफर करती रही हैं उनको अच्छा खासा अनुभव है कि किस प्रकार से पुरुष बसों के अंदर महिलाओं के साथ दुर्व्यवहार करते हैं। इसी प्रकार के दुर्व्यवहार को रोकने के लिए दिल्ली सरकार ने दिल्ली की डीटीसी बसों में मार्शल की तैनाती की है। 4000 मार्शल के साथ शुरुआत की गई थी। आज 13000 मार्शल बसों में तैनात है। आज डीटीसी और क्लस्टर बसों की हर शिफ्ट में, हर बस में एक मार्शल की तैनाती, महिलाओं की सुरक्षा के लिए की गई है। यह पहली बार देश में कोई सरकार कर रही है।

दिल्ली पुलिस से ज्यादा दिल्ली महिला आयोग पर भरोसा – आतिशी

आतिशी ने कहा इन सभी कार्यों के अलावा दिल्ली सरकार से संबंधित एक अन्य विभाग दिल्ली महिला आयोग लगातार महिलाओं की सुरक्षा के लिए और महिलाओं के प्रति होने वाले जघन्य अपराधों के लिए पुरजोर तरीके से आवाज उठा रहा है। आज दिल्ली में यह स्थिति है कि लोगों को दिल्ली पुलिस पर कम और दिल्ली महिला आयोग पर ज्यादा भरोसा है। दिल्ली महिला आयोग ने पिछले 5 सालों में 52000 से अधिक मामलों पर संज्ञान लिया है जो पिछली सरकार के समय से 700 गुना अधिक है। 550 से अधिक बड़े रेस्क्यू ऑपरेशन अंजाम दिया गया है 181 की महिला हेल्पलाइन नंबर द्वारा लगभग ढाई लाख मामलों को सुना गया।

मीडिया के माध्यम से गृह मंत्री अमित शाह जी से प्रश्न पूछते हुए आतिशी ने कहा की न केवल आम आदमी पार्टी की प्रवक्ता होने के नाते बल्कि दिल्ली की एक महिला होने के नाते मेरा गृह मंत्री अमित शाह जी से प्रश्न है कि क्योंकि दिल्ली की पुलिस अमित शाह जी के अधीन आती है, वह बताएं कि दिल्ली की महिलाओं की सुरक्षा के लिए अमित शाह जी ने अब तक क्या कदम उठाए हैं? दिल्ली पुलिस में आज 52000 पद खाली पड़े हुए हैं। अमित शाह जी बताएं कि गृह मंत्रालय का कार्यभार संभालने के पश्चात, आज तक उन्होंने दिल्ली पुलिस विभाग में रिक्त पड़े पदों को भरने के लिए क्या कदम उठाए, ताकि दिल्ली की महिलाओं को सुरक्षा मिल सके? दिल्ली में उपलब्ध पीसीआर वैन की संख्या में जरूरत के मुताबिक लगभग 40 से 50% की कमी है। कारणवश, अगर कहीं किसी महिला के साथ कोई दुर्घटना होती है या होने वाली होती है, तो 100 नंबर पर कॉल करने के बावजूद भी अक्सर पीसीआर वैन समय पर, मौके पर नहीं पहुंचती है। अमित शाह जी बताएं कि जब से उन्होंने दिल्ली पुलिस की जिम्मेदारी अपने हाथ में ली है, तब से अब तक पीसीआर वैन की संख्या बढ़ाने की दिशा में क्या कदम उठाए हैं? उन्होंने कहा कि पिछले 6 महीने में दिल्ली के अंदर एक भी महिला थाने का निर्माण नहीं किया गया। महिला थाना तो दूर सुप्रीम कोर्ट द्वारा दिए गए आदेश, कि सभी थानों में सीसीटीवी कैमरा लगाए जाएं, उसका भी पालन नहीं किया गया, जिसकी वजह से सुप्रीम कोर्ट ने केंद्र सरकार को फटकार भी लगाई। अमित शाह जी बताएं कि महिला थानों की नियुक्ति के लिए उन्होंने अब तक क्या कदम उठाए हैं?

अमित शाह पर हमला करते हुए आतिशी ने कहा कि अगर साल 2018 में घटित अपराधों का मूल्यांकन साल 2019 में घटित अपराधों के साथ किया जाए तो साफ तौर पर दिखाई देता है कि जब से अमित शाह जी ने देश के गृह मंत्रालय का कार्यभार संभाला है अपराध की घटनाओं में लगातार बढ़ोतरी होती जा रही है। उन्होंने कहा कि साल 2018 में 15 नवंबर तक 439 हत्या के केस दर्ज हुए, जो की 2019 में 458 तक पहुंच गई है, साल 2018 में 40,473 गाड़ी चोरी की घटनाएं दर्ज हुईं, जो कि 2019 में 40,736 पहुंच गई है, और सबसे चौकाने वाली बात यह है कि अमित शाह जी के गृह मंत्री बनने के बाद दिल्ली में बलात्कार की घटनाओं में भी बढ़ोतरी हुई है। साल 2018 में 1921 बलात्कार की घटनाएं दर्ज हुई, जो 2019 में बढ़कर 1947 तक पहुंच गई हैं। आतिशी ने कहा कि इन आँकड़ों से यह बात सिद्ध हो गई है कि अमित शाह जी एक नाकामयाब गृह मंत्री, एक फेल गृह मंत्री साबित हुए हैं। जब से अमित शाह जी इस देश के गृह मंत्री बने हैं, अपराधों की संख्या में लगातार बढ़ोतरी हो रही है।

सीसीटीवी के कारण पकड़े गए अपराधी – निर्मला

प्रेस वार्ता में मौजूद आम आदमी पार्टी की महिला प्रकोष्ठ की प्रदेश अध्यक्ष निर्मला जी ने हैदराबाद में हुई घटना की कड़े शब्दों में निंदा करते हुए कहा कि इस घटना से आज पूरा देश शर्मसार है शोक में है। निर्मला जी ने कहा कि दिल्ली में केजरीवाल सरकार महिला सुरक्षा हेतु कई अहम कदम उठा रही है, जिसमें से एक सीसीटीवी कैमरा भी है। बीते दिनों में घटित कुछ घटनाओं का विवरण देते हुए उन्होंने बताया की बीते दिनों लक्ष्मी नगर में एक चोरी की वारदात को अंजाम दिया गया, उसके बाद रमेश नगर में एक चोरी की वारदात को अंजाम दिया गया। दिल्ली सरकार द्वारा लगाए गए सीसीटीवी कैमरा की मदद से उन चोरों की पहचान संभव हुई और उनकी मोटरसाइकिल के नंबर भी बरामद हो सके। निजामुद्दीन में घटित एक अन्य घटना जिसमें एक व्यक्ति एक छोटी सी बच्ची को बहला-फुसलाकर ले जाने की कोशिश कर रहा था, दिल्ली सरकार द्वारा लगाए गए सीसीटीवी कैमरा की मदद से उसको पकड़ लिया गया। इसी प्रकार कोंडली विधानसभा क्षेत्र के मयूर विहार इलाके में एक घर में चोरी हुई। दिल्ली सरकार द्वारा लगाए गए सीसीटीवी कैमरा के मदद से इलाके की जनता ने उन चोरों की पहचान करी और यह मामला भी सुलझाया गया। इसी प्रकार उत्तम नगर में एक महिला के साथ हुई चेन झपट मारी की घटना भी दिल्ली सरकार के सीसीटीवी कैमरा की मदद से सुलझाए गई। उन्होंने कहा कि यह सब घटनाएं इस बात का साक्ष्य है कि दिल्ली की सरकार दिल्ली में महिलाओं की सुरक्षा को लेकर बेहद गंभीर है और अपने स्तर पर जो भी संभव कदम दिल्ली सरकार उठा सकती है, वह सभी कदम उठाए जा रहे हैं।

In the light of the brutal rape and murder of Ms Priyanka Reddy in Hyderabad, the Aam Aadmi Party on Monday raised the issue of the increasing number of crimes against women in Delhi and slammed the Union Home Minister for failing to protect the women of Delhi.

“Ever since Mr Amit Shah took over the charge of the Home Ministry this year, we have witnessed a steep rise in crimes in Delhi. Murders, rapes, dacoity and all the other crimes have increased. These incidents prove that Mr Shah is a failed Home Minister and he has completely failed to protect the women of Delhi,” said senior AAP leader and National Spokesperson, Ms Atishi. She added that on the other hand, Delhi government under CM Arvind Kejriwal has taken all possible measures to improve women safety in the national capital. CCTV cameras have been installed at a large scale, and many criminals are being caught due to them. But Delhi police has done little to prevent crimes. Delhi government has also deployed bus marshalls and is installing street lights at a large scale.

Sharing the data of Delhi Police, Atishi stated that a total of 458 incidents of murder had taken place this year till November 15, 2019, whereas the number was 439 in 2018 till November 15. The total number of vehicle thefts in Delhi this year till Nov 15, 2019, was 40,736, while the figure in 2018 was 40,073. The number of rape incidents this year is 1,947 till November 15, 2019, whereas it was 1,921 in 2018.

“The data clearly shows that after Mr Shah took over the charge, crime in Delhi has only increased which means that he has completely failed as the Home Minister. Not only as a spokesperson of the Aam Aadmi Party but also as a woman living in Delhi, I want to ask the Home Minister of India, Mr Amit Shah, that because Delhi police comes under him, Mr Shah should disclose what are the steps he has taken to provide security to the women of Delhi? Delhi police has more than 52,000 vacancies but nothing has been done in the past few years to fill these posts,” said Ms Atishi.

She also said that the condition of Delhi Police is so bad that there is a 40-50% scarcity of PCR vans. Due to the lack of sensitisation of the police officials, women are scared to go inside the police station to file a complaint because they think that the kind of misbehaviour they face outside would be repeated inside the police station too.

“I also want to know after taking the charge of Home Ministry, how many new women-only police stations were established by Mr Shah? Leave the women-only police stations, Mr Shah has failed to install CCTV cameras inside Delhi’s police stations despite the Supreme Court order in which the Central government was pulled up for its inaction on this,” said Ms Atishi.

She further said that after the brutal murder and rape incident in Hyderabad, women across the country are raising questions on the issue of security of women. The women of Delhi are also raising the same questions because be it an eight-year-old girl or an 88-year-old senior citizen, everyone in Delhi feels unsafe after dark. According to the 2019 data, the number of rape incidents has crossed 2000. This means Delhi sees six rapes happening every single day.

“A six-year-old girl was raped on July 4 in Delhi; a 21-year-old woman was raped by a cab drive near Mandir Marg on August 5; on August 11, a woman from Uzbekistan was gang-raped in Vasant Kunj; on August 12, a five-year-old girl student was raped by a sweeper in a private school in south Delhi over the course of several days, and the revelation of the shocking crime led to parents of three more young students from the school alleging that their daughters were abused by the man; on September 9, a 16-year-old domestic help was raped in Delhi; on September 15, Delhi cop raped a teen on pretext of counselling; on September 28, a 55-year-old woman was raped and on November 26, a minor girl was sexually assaulted and her body was dumped near bushes in Delhi’s Narela,” said Ms Atishi.

She added that, within its jurisdiction, the Delhi government has taken major steps to ensure the safety of women in Delhi. “The Delhi government is installing CCTV cameras across Delhi for the security of women. This is the largest such initiative not just for any Indian city but also in the world. With 1.4 lakh CCTVs under installation and another 1.5 lakh in the tendering stage, this is a landmark initiative in Delhi’s history to strengthen women safety,” she said.

Ms Atishi further said that the Delhi govt’s project to install street lights is also an important step towards women safety. “Nearly 2,10,000 street lights will be installed across Delhi with recommendations of citizens themselves and Rs. 100 Crores is being spent on it. After this project, the Delhi government will not leave any dark spot in the city,” she said.

She also said that free bus rides for women along with the posting bus marshals in all the government buses are also very important steps taken by the Delhi government for the security of women. “Starting with 4000 marshals, the Delhi government has today posted over 13000 bus marshals to ensure every single DTC and cluster bus, in every single shift, has a bus marshal,” said Ms Atishi.

Women trust Delhi Commission for Women more than Delhi Police: Atishi

She further added that the Delhi Commission for Women, which falls under the Delhi government, has also taken various steps to ensure women safety. DCW has dealt with 52,473 complaints so far which is an increase of over 700% compared with the work done by the previous Commission in 8 years. DCW has conducted over 550 rescue operations in the past 3 years to rescue girls and women, and its helpline 181 has answered more than 2.5 lakh calls.

CCTVs installed by Kejriwal govt effective in catching culprits: Nirmala

Ms Nirmala, State President of AAP’s Women’s wing, also expressed her concern over the brutal rape and murder incident in Hyderabad. She shared several examples of how the CCTV cameras installed by the Delhi government has helped to identify the criminals. “A theft took place in Laxmi Nagar followed by a similar incident in Ramesh Nagar and in both the cases the police took help of the CCTV cameras to identify the criminals. Another incident took place in Nizamuddin where a man was trying to kidnap a little girl and through the CCTV cameras, the police identified the man. Similarly, the police took help of the CCTVs to solve thefts in Mayur Vihar and Uttam Nagar,” said Ms Nirmala. She said all these incidents are a testament to the seriousness of Delhi government when it comes to an issue like women safety. The Delhi government is taking all possible steps within its limits to improve the sense of safety and security for women in Delhi.
