महिलाओं, दो पहिया वाहनों व सीएनजी को ऑड इवन से छूट के लिए सीएम ने परिवहन विभाग से मांगी तीन दिन में राय
– दिल्ली में 4 से 15 नवंबर तक ऑड-ईवन स्कीम लागू करने की है योजना
नई दिल्ली – दिल्ली में 4 से 15 नवंबर तक ऑड-ईवन स्कीम लागू होगी। ऑड-ईवन स्कीम में मुख्यमंत्री अरविंद केजरीवाल ने महिलाओं, दो पहिया व सीएनजी वाहनोंं को छूट देने के लिए तीन दिन में परिवहन विभाग से राय मांगे हैं। रिपोर्ट आने के बाद सरकार फैसला लेगी। नवंबर में दिल्ली के आस-पास के राज्यों में पराली जलाई जाती है। इस वजह से दिल्ली गैस चैंबर बन जाता है। सीएम की ओर से एक व्यापक पराली और शीतकालीन कार्य योजना बनाई गई। इसी के तहत ऑड ईवन योजना की घोषणा की गई थी।
ऑड ईवन योजना के तहत, सरकार सम विषम नंबर के वाहनों के उपयोग का दिन तय करती है। यह कदम उस अवधि में हवा में वाहनों के उत्सर्जन को सीमित करने के उद्देश्य से उठाया जाता है । दिल्ली वर्षों से पराली के कारण आने वाले धुएं का सामना कर रही है। चूंकि दिल्ली सरकार एक्शन प्लान को लागू करने के लिए तैयार है, इसलिए सवाल यह है कि वाहन चालकों के किस सेगमेंट को वैकल्पिक दिन छूट दी जानी चाहिए। जनता के साथ-साथ संबंधित विभागों के बीच इस मामले पर विभिन्न विचार सामने आए। मुख्यमंत्री ने परिवहन विभाग से अग्रिम स्पष्ट राय मांगे है। सीएम अरविंद केजरीवाल ने विभाग को अगले 3 दिनों के भीतर अपने विचार प्रस्तुत करने को कहा है। सबसे महत्वपूर्ण महिलाओं का मसला है। महिलाओं की सुरक्षा के दृष्टिकोण से 2016 में इस योजना को लागू किया था, तो सभी वाहनों में केवल महिला यात्रियों को ही छूट दी गई थी। दिल्ली में महिलाएं अपने वाहनों में ज्यादा सुरक्षित महसूस करती हैं, इस कारण ऐसा किया गया था। इसके अतिरिक्त, महिला ड्राइवरों और स्कूल जाने वाले बच्चों के साथ स्कूली वाहनों को छूट मिली थी। मुख्यमंत्री ने परिवहन विभाग को इस छूट के कार्यान्वयन पर विचार करने और इस वर्ष भी यह छूट देने पर विचार रखने को कहा है।
पिछली बार सभी दोपहिया वाहनों को वैकल्पिक दिन बार से छूट दी गई थी। तब सरकार का मानना था कि शहर की बसों और मेट्रो रेल की मौजूदा क्षमता के साथ, सार्वजनिक परिवहन नेटवर्क पर इतनी बड़ी संख्या में लोगों को ले जाना संभव नहीं था। हालांकि, कुछ लोगों ने आपत्ति भी की थी। दिल्ली में चलने वाले दोपहिया वाहनों की संख्या का नवीनतम अनुमान 70 लाख से अधिक है। अगर दो पहिया वाहनों को छूट नहीं दी जाती है तो इससे हर दिन सार्वजनिक परिवहन पर स्विच वाले 35 लाख से अधिक लोग होंगे। मुख्यमंत्री ने सार्वजनिक परिवहन नेटवर्क की वर्तमान क्षमता की समीक्षा करने और दो पहिया वाहनों को इस वर्ष छूट दी जानी चाहिए या नहीं, इस पर अपने विचार बताने के लिए कहा है।
पहले सीएनजी वाहनों को ऑड ईवन योजना में छूट थी। सीएनजी वाहन डीजल या पेट्रोल वाहनों की तुलना में काफी कम प्रदूषण करते है। हालांकि, ऑड ईवन के पिछले संस्करणों में इस छूट के बड़े पैमाने पर दुरुपयोग की खबरें भी थीं। मुख्यमंत्री इस बात से चिंतित हैं कि यदि लोग सजा से बचने के लिए गलत तरीके से खरीदे गए सीएनजी स्टिकर का उपयोग कर प्रतिबंधों को दरकिनार करते हैं तो यह योजना अपने उद्देश्य को प्राप्त करने में विफल हो सकती है। सीएम अरविंद केजरीवाल ने इंद्रप्रस्थ गैस लिमिटेड और सीएनजी स्टिकर के वितरण में शामिल अधिकारियों के विचारों पर एक स्थिति बनाने को कहा है। विभाग को इस बात पर विचार करना चाहिए कि क्या वास्तविक सीएनजी वाहनों की पहचान करने का कोई तरीका है और ऐसी कार्यप्रणाली के अभाव में, सीएनजी वाहनों को दी गई छूट पर विभाग के क्या विचार हैं। राय आने के बाद ही निर्णय होगी।
मुख्यमंत्री का मानना है कि उन लक्ष्यों को संतुलित करने की आवश्यकता है, जिनके लिए निजी वाहनों का उपयोग करने वाले आबादी के कुछ क्षेत्रों की वास्तविक जरूरतों के साथ ऑड ईवन लागू किया जा रहा है। कुछ अध्ययनों के अनुसार जनवरी 2016 में पीएम 2.5 की सांद्रता में 10-13% की कमी देखी गई। सीएम का मानना है कि यदि सफलता को दोहराया जाना है तो सुचारू कार्यान्वयन योजना, लोगों की सक्रिय और इच्छुक भागीदारी और छूट के दुरुपयोग को रोकना सुनिश्चित करना होगा। मुख्यमंत्री का मानना है कि इसके लिए गंभीर अग्रिम योजना की जरूरत है और इसलिए विभाग को अगले 3 दिनों में छूट के मुद्दे पर अपनी स्थिति तैयार करने का निर्देश दिया है। सरकार विभाग के विचारों का अध्ययन करने के बाद छूट पर निर्णय लेगी।

Should women, 2-wheelers, CNG vehicles be exempted from Odd Even? CM Shri Kejriwal asks Transport dept to share its views in 3 days
New Delhi: Chief Minister Shri Arvind Kejriwal has directed the Transport department to send him the department’s views on the issue of exemptions to be granted for segments of vehicles during the Odd Even period between 4th November and 15th November. In September, CM Shri Kejriwal has announced the implementation of Odd Even in November, in anticipation of the smog Delhi faces each winter due to stubble burning in neighbouring states. The Odd Even scheme was announced as part of a comprehensive Parali and Winter Action Plan by the chief minister.
Under the Odd Even scheme, the government mandates road rationing to permit use of vehicles with odd and even numbered registration plates on odd and even days of the week. The move is aimed at limiting vehicular emissions into the air during a period when Delhi is already facing incoming smoke due to crop stubble burning.
As the Delhi government gears up to implement the Action Plan, the question of which segments of vehicle drivers should be exempt from the alternate day bar on odd and even number plate registered vehicles is being discussed at length. In light of the varied views on this matter among the public as well as the departments concerned, the chief minister has sought clarity from the Transport department well in advance. CM Shri Kejriwal has asked the department to submit its views to him within the next 3 days.
The most critical segment being discussed is that of women. From the point of view of women’s safety, when the government had implemented the scheme in 2016, all vehicles that had only women passengers were exempt from the rule. The rationale was that women in Delhi feel a sense of security in their own vehicles for travelling and should be permitted to take the safest mode of transport. Additionally, all vehicles with women drivers and male school-going children wearing school uniforms were also exempt, in order to ensure mothers are free to ferry their children to and from school. The chief minister has directed the Transport department to consider the implementation of this exemption and share its views on repeating the same for this year’s Odd Even.
In the previous edition of the scheme, all two-wheelers had been exempt from the alternate day bar on plying on the roads. While this significantly helped manage traffic on the city’s public transportation system, some experts had expressed reservations against the exemption. The government believed then that with the current capacity of the city’s buses and Metro rail, it was not possible to carry such a large number of people on the public transport network. The latest estimate for the number of two-wheelers that ply in Delhi is over 70 lakh. If two wheelers are not exempt, it will lead to over 35 lakh persons, other than lakhs of pillion riders, to switch to public transport every day. The chief minister has asked the department to review the current capacity of the public transport network and state its views on whether or not two wheelers should be exempt this year.
In the past, all CNG vehicles have also been permitted to play on roads on all days during the Odd Even scheme based on the fact that CNG vehicle emissions are substantially less polluting than diesel or petrol vehicles. However, there were reports of large-scale misuse of this exemption in the previous editions of Odd Even. The chief minister is concerned that the scheme may fail to achieve its purpose if people bypass the restrictions by using wrongfully procured CNG stickers to evade punishment. CM Shri Kejriwal has asked the department to formulate a position on this matter after duly considering views of Indraprastha Gas Limited (IGL) and officials involved in the distribution of CNG stickers. The department should consider whether there is any foolproof way of identifying genuine CNG vehicles and in the absence of such a methodology, what are the views of the department on the exemption granted to CNG vehicles.
The chief minister believes that there is a need to balance the goals for which Odd Even is being implemented with genuine needs of some segments of the population that use private vehicles. CM Shri Kejriwal believes that the measure was a huge success, with some studies showing a 10-13% decrease in PM 2.5 concentration as a result of the road rationing scheme in January 2016. If the success has to be repeated, the smooth implementation of the scheme, the active and willing participation of the people and the prevention of misuse of exemptions have to be ensured. The chief minister believes that this needs serious advance planning and has therefore directed the department to formulate its positions on the issue of exemptions in the next 3 days. The government will take a decision on exemptions after studying the department’s views.
