क्या भारत नोटों की छपाई का काम गुपचुप तरीके से चीन को आउटसोर्स कर रहा है?
विगत दो सालों में भारतीय करेंसी में भारी फेरबदल देखा गया, जिसके पीछे कोई ठोस कारण नहीं दिखाई पड़ते। साल 2016 में 8 नवंबर के दिन नोटबंदी लागू की गयी, जिसने भारतीय अर्थव्यवस्था पर प्रतिकूल असर डाला। नोटबंदी के कारण अर्थव्यवस्था को हुए नुकसान से देश अब तक उबर नहीं पाया है। नोटबंदी के दौरान केंद्र सरकार द्वारा अपनाई गयी प्रक्रिया पे कई सवालिया निषान लगे, जिसके जवाब हमें अभी तक नहीं मिले हैं। नोटबंदी को लेकर हाल ही में हुए कुछ एैसे खुलासे, जो राष्ट्रीय सुरक्षा के मद्देनज़र संवेदनषील हैं, हमें प्रधानमंत्री जी से कुछ सवाल पूछने पर मजबूर कर रहे हैं।

चीन के एक अग्रणी वित्तीय अखबार ‘साउथ चाईना माॅर्निंग पोस्ट’ की एक रिपोर्ट के अनुसार, चीन सरकार की एक कंपनी ‘चाईना बैंकनोट प्रिंटिंग एंड मिंटिंग काॅर्पोरेषन’ को बड़े पैमाने पर अलग अलग देशों के करेंसी नोट छापने का ठेका मिला है, जिसमें भारत का नाम भी षामिल है। अगर ये खबर सत्य है तो, भारत-चीन के रिष्तों मे हाल ही में आयी कड़वाहट के मद्देनज़र, भारत के लिये ये एक गंभीर सामरिक नुकसान की स्थिती है।
अखबार में छपी इस रिपोर्ट के अनुसार, चीन ने साल 2013 में क्षेत्र के आर्थिक विकास को बढ़ावा देने के लिये, ‘बेल्ट एंड रोड’ नाम की एक परियोजना का आगाज़ किया था, जिसमें 60 एषियाई, युरोपीय और अफ्रीकी देषों को षामिल किया गया था। ‘चाईना बैंकनोट प्रिंटिंग एंड मिंटिंग काॅर्पोरेषन’ के अध्यक्ष, स्पन ळनपेीमदह  ने बताया कि, चीन द्वारा की गयी ‘बेल्ट एंड रोड’ परियोजना की पहल के फलस्वरूप उनकी कंपनी ने, थाईलैंड, बांग्लादेष, श्रीलंका, मलेषिया, भारत, ब्राज़ील और पोलेंड जैसे देषों की करेंसी छापने के ठेके उठाने में सफलता प्राप्त की है।

रिपोर्ट में एक अनाम सूत्र के हवाले से कहा गया है कि, करेंसी छापने का ठेका देने वाले कुछ देषों की सरकारों ने चीन से, इस करार को गोपनीय रखने को कहा है क्योंकि ये उन देशों की राष्ट्रीय सुरक्षा के साथ खिलवाड़ से जुड़ा मुद्दा है और देष में बहस का बड़ा मुद्दा बन सकता है।

रिपोर्ट के अनुसार चीन में करेंसी नोटों की घरेलु मांग अपने सबसे निचले स्तर पर है। बावजूद इसके ‘चाईना बैंकनोट प्रिंटिंग एंड मिंटिंग काॅर्पोरेषन’, इन अंर्तराष्ट्रीय करारों को पूरा करने के लिए, नोटों की छपाई अपनी पूरी क्षमता पर कर रही है। रिपोर्ट बताती है कि पिछले साल तक इस चीनी कंपनी में नोटों की छपाई का काम काफी धीमि गति पर था लेकिन इस साल उत्पादन में अचानक ही उछाल देखा जा रहा है। एैसे ये सवाल उठना लाज़मी है कि करेंसी नोटों की मांग में आये इस उछाल में भारत का कितना हिस्सा है।

प्रधामंत्री कार्यालय ने नोटबंदी करने के पीछे के प्रमुख कारण ‘कैशलैस अर्थव्यवस्था’ बनाने को बताया था परंतु धरातल पर एैसा कुछ नज़र नहीं आया। वहीं नोटों के ‘आकार-प्रकार’ में फेर बदल का निर्णय भी समझ से परे है। एैसे में भारत सरकार द्वारा नोटों की छपाई को आउटसोर्स किये जाने के ये खुलासे कांउंटर प्रोडक्टिव होने के साथ साथ खतरनाक भी हैं।

अगर नोटबंदी किये जाने के पीछे का सबसे बड़ा कारण कैशलैस अर्थव्यवस्था की ओर बढ़ना था तो, ये बात समझ से परे है कि, दस रूपये के नोट के आकार-प्रकार में फेरबदल की क्या ज़रूरत थी। सवाल खड़े होते हैं कि, इन नोटों की नए सिरे कराई जाने वाली छपाई पर आने वाले खर्च के पीछे, असली फायदा किसका हो रहा है।
इन सभी गंभीर खुलासों के बीच हमारी मांग है कि, प्रधानमंत्री सामने आकर नोटों की छपाई को आउटसोर्स किये जाने वाली इन खबरों का खुला खंडन करें या फिर स्वीकार करें। और साथ ही साथ हमारे इन सवालों का जवाब भी दें।

1- अगर ये खबरें सच हैं तो इन सूचनाओं को आम जनता से क्यों छुपाया जा रहा है? नोटों की छपाई के लिए एक विदेषी कंपनी को क्यों चुना गया? क्या कोई भारतीय उपक्रम इस नोटछपाई के इस काम में सक्षम नहीं था? या फिर भारत सरकार ने ये कदम, चाईना द्वारा अपने वैष्विक दबदबे को बढ़ाने की रणनीति के दबाव में उठाया?

2- इस मुद्दे का एक और संदेहास्पद पहलू ये है कि, चीन के साथ भारतीय करेंसी नोट छापवाने का ये कथित करार, नकली/जाली नोटों के खिलाफ हमारी लड़ाई को और कमज़ोर करेगा। भारत सरकार द्वारा उठाया गया ये कदम हमें एक एैसी स्थिति में खड़ा कर रहा है, जहां हम खुद, जाली नोट छापने के और भी अंर्तराष्ट्रीय ठिकाने बनने को प्रोत्साहन दे रहे हैं?

3- नोटों की छपाई की सुरक्षा को लेकर अगर कोई उल्लंघन होता है तो भारत के पास ऐसी परिस्थिति से निपटने के क्या उपाय है? खासकर तब जब वो घटना भारतीय कानून प्रणाली के दायरे से बाहर घटित हो?

4- एैसी परिस्थिति में हम भारत सरकार से ये भी जानना चाहेंगे कि विदेष में छप रही हमारी करेंसी, कब से छप रही है और कितनी  मात्रा में? क्या एैसी विदेष में छपे नोटों का इस्तेमाल नोटबंदी के दौरान भी हुआ था?

5- अगर भारतीय करेंसी की छपाई चीन को आउटसोर्स किये जाने के पीछे मुख्य कारण ‘लागत में कटौती’ था तो क्या ये कारण देष की करेंसी की संप्रभुता बनाये रखने की ज़रूरत से बड़ा था?

प्रधानमंत्री को इन सभी सवालों के जवाब देने के लिये सामने आना चाहिये क्योंकि। काफि अर्से से प्रधानमंत्री झूठी और गुमराह करने वाली सूचनाएं जनता को देते आये हैं लेकिन ये राष्ट्रीय सुरक्षा से जुड़ा मामला है। प्रधानमंत्री इस मामले में भारत की जनता के प्रति जवाबदेह हैं।

 

Is India secretly outsourcing printing of currency to China? Exposing a big threat to India’s national security and financial sovereignty.

 

In the past two years, Indian currency has seen a massive, unwarranted overhaul. The demonetisation which was enforced on 8th November, 2016 sent crippling shocks to the economy, from which it is still struggling to cope. As several questions go unanswered with regards to the process, recent revelations compel us to question the PM once again over grave concerns of national security.

 

South China Morning Post, a leading Chinese financial news publication has reported that Chinese state owned company China Banknote Printing and Minting Corporation has been contracted to print large quantities of International currencies including that of India. In the light of recent hostilities between the two nations, if true, this could lead to serious strategic disadvantage for India.

 

The report states that in 2013, Beijing launched the belt and road plan which involved 60 countries from Asia, Europe and Africa to stimulate economic growth. According to Liu Guisheng, President of the China Banknote Printing and Minting Corporation, the company has since then “seized the opportunities brought by the initiative” and “successfully won contracts for currency production projects in a number of countries including Thailand, Bangladesh, Sri Lanka, Malaysia, India, Brazil and Poland.”

 

It also quoted an undisclosed source saying “some governments have asked Beijing not to publicise the deal because they are worried such information could compromise national security or trigger unnecessary debates at home.”

 

The report states that despite domestic currency demand being at its lowest, the Chinese firm has been functioning at full capacity to deliver on international contracts. It also states that while there wasn’t much work until last year, there has been a sudden jump in production. It raises the question of extent of India’s role in this increase in demand.

 

India’s move to print new design notes, despite the PMO declaring demonetisation in order to move towards cashless economy appears wasteful and dubious and now with revelations that the printing may have been outsourced to China, seems to be counter productive and dangerous. If the intent was to move towards a cashless economy, what is the objective of rolling out new currency for Rs.10? Who is the beneficiary of the expense at which the printing is being pursued?

Amidst these serious revelations, PM must step out and categorically accept or deny the report and answer some pertinent questions:

 

Q.1 If true, why is the information not in public domain? What were the reasons behind approaching a foreign firm instead of assigning someone domestically? Or was it the other way round? Was India approached by China and did we succumb to pressure from them in their bid to increase their global influence?

 

Q.2 Yet another suspicious aspect of this deal is how it negates our fight against counterfeit currency. This action puts us in a vulnerable position.  Will this not create more avenues for international parties for counterfeiting?

Q3.What is our safeguard measure if there is a breach of security which does not come under our government’s jurisdiction?

 

Q.4 It also pleads a case where we must ask how much of our currency creation is being done overseas? Since how long have they been printing our notes and How much of it have they printed ?

 

Q.5 If at all, this was an exercise in cost cutting, is that more important than maintaining sovereignty over our currency?

 

Prime Minister must address these questions as he is answerable to the people of India. For too long he has been churning out false or misleading information but when it comes to national security, Indians will not tolerate any compromise.
