नर्मदा घाटी में एक भयावह स्तिथि बनी हुई है। सरदार सरोवर के गेट बंद करने के बाद लगातार पानी बढ़ रहा है। हमारे सांसद श्री भगवंत मान ने डूब क्षेत्र और पुनर्वास स्थलों का दौरा कर बताया है कि लगभग 1 लाख लोग सरदार सरोवर की डूब में मूल गांवों में मौजूद है परंतु उनके लिये पुनर्वास स्थलों पर कोई व्यवस्था नहीं है। डूब क्षेत्र में भारी संख्या में पुलिस और बुलडोज़र पहुंचा दिये गये हैं।

डूब के पहले प्रभावितों के सम्पूर्ण पुनर्वास को लेकर अनशन कर रही मेधा पाटकर जी के अनशन का आज 9वां दिन है और उनका स्वास्थ्य खराब होने के बावजूद उनसे कोई संवाद स्थापित नहीं किया जा रहा है।

प्रभावितों के पुनर्वास के लिये कानून व सर्वोच्च न्यायालय का स्पष्ट आदेश है कि डूब आने के 6 माह पूर्व पुनर्वास होना जरूरी है। ऐसे में बिना पुनर्वास लोगों को पुलिस बल से हटाना गैर कानूनी, अमानवीय और हमारे लोकतंत्र की हत्या होगी।

मैं नर्मदा घाटी के विस्थापितों के अधिकारों की लड़ाई का पूर्ण समर्थन करता हूँ औऱ केंद्र सरकार से अपील करता हूँ कि विस्थापितों के अधिकारों की रक्षा और इस देश के लोकतंत्र की रक्षा के लिये सरदार सरोवर में पानी भरने पर रोक लगाई जाये, विस्थापितों के साथ सार्थक संवाद किया जाये और विस्थापितों का सम्पूर्ण पुनर्वास होने के बाद ही बांध में पानी भरा जाये।

 

The Narmada Valley is facing a devastating prospect. After the gates of the dam have been closed, the water level has been constantly rising. Our party’s MP Bhagwant Mann toured the region that will be submerged and the rehabilitation area, and he found that over 1 lakh people are living in the villages that are in the area affected by the dam gates closing, but no arrangements have been made for them in the space identified for their rehabilitation. Police and bulldozers have been despatched in large numbers to the area.

Demanding that the rehabilitation of all residents living in the affected region be completed before the waters submerge their villages, Medha Patkar has been on a fast and her health is deteriorated. Despite her fast entering the ninth day, no attempts have been made by the government to reach out to her.

Legally the rehabilitation must take place six months before the submergence of villages, and this has been clearly stated by the Supreme Court as well. It is completely illegal, inhuman and undemocratic to use police force to evict the residents of the Valley under such circumstances.

I strongly support the fight for the rights of those being displaced in the Narmada Valley and appeal to the Centre to protect their rights and our democracy, by stopping the Narmada waters from submerging the villages of the affected region. The Centre should engage in a constructive dialogue with the displaced and ensure complete rehabilitation before closing the gates of the dam.
